The Ministry of Information and Communications has also drawn up a circular aimed at abolishing IT and foreign language certificates. The problem now is to wait for the circular to be issued.

Mr. Truong Hai Long stated that “the policy of eliminating foreign language certificates and IT is appropriate and correct, creating a very high consensus among ministries, branches and localities.” Of course, removing the certificate here does not mean that there are no regulations on foreign languages ​​and computer skills, but depending on the requirements of the job, the recruitment agency will ask, test, test … at the time of hiring. Appointment, but no longer required to send a certificate.

Because the authority to establish standards for professional titles is issued by the ministries that administer public servants and specialized officials, the Interior Ministry said it could not use one of its circulars as a substitute.

However, the Ministry promised “soon” to hold a meeting with the ministries and branches, asking them to soon amend and supplement, to ensure equity among the ranks of public officials in general, reducing demand.

Towards professional degree certificates

According to Mr. Long, many opinions also agree on eliminating these certificates, especially for civil servants.

The Public Employees Act stipulates that a public employee designated for a professional title must meet the criteria for that professional title. Implementation of the Public Employees Law, before Decree 18/2010, now Decree 115/2020, contains provisions for training in accordance with the standards of the degree. But the decree is only a general provision, and specialized management ministries still set the standards for professional titles.

The history of the Ministry of Education and Training bothers teachers, according to Mr. Long, because there is a switch between the set of old and new circulars, causing some teachers to worry about being assigned to their positions. to obtain some additional certifications.

Although the Ministry of Education and Training has promptly issued Official Letter 971, partially solving the problems and concerns of teachers, the creation of certificates is only implemented as of the entry into force of the circular, not retroactively.

Long also stressed that the official letter is “partially resolved.” “The Ministry of the Interior will consult with the Ministry of Education and Training to modify the basis of this regulation. We will also have research to evaluate globally, not only with teachers but also with editors, reporters … to inform the authorities with the appropriate amendments ”.

Speaking more on this issue, Vice Minister Nguyen Duy Thang said that the problem with teachers is that when issuing legal documents, the relevant agencies did not pay attention to the transition clause, which led to retroactive (the scenario of being a senior expert, but missing expert certificate – because at the time this person was appointed, regulations were not required, he had to go back to study to get professional certificate.
