The Long Kieng Bridge project approved by the Ho Chi Minh City People’s Committee in 2001 has a length of 318 m, a road at both ends of 661 m and a total investment of 557 billion VND. Until 2007, the project had just been cleared by several households in phase 1.
More than 10 years later, in August 2018, the Long Kieng Bridge has just started and is expected to be completed by the end of November 2016.
Not a shadow employee
On the morning of March 17, when the reporter was present, there were no workers in the construction area of the Long Kieng Bridge. Thanh Luan, who sells a water shop at the foot of the bridge in Phuoc Kien commune, said that when he was 7-8 years old, the project to build the Long Kieng bridge was approved, now he is 27 years old when the bridge just built. some pillars.
Right next door, the people of the Nhon Duc and Phuoc Kien communes still have to go through the iron bridge, which has been degraded for many years. The bridge surface is narrow, so when a car jumps on one side, traffic on the other side must stop and wait. Just without paying attention, every two-way car at the same time “fighting head” is an instant traffic jam. Vehicles passed over the old iron bridge, the sound of iron and steel colliding with each other and roaring.
“Seeing many government delegations come to meet people and ask questions, promising to accelerate progress so that people have a new bridge to travel to, but the work is nowhere to be found. We hope to walk on the new bridge that already is near. all the young people “- said Mr. Luan.
Huynh Van Nhan, who delivered the site in the first phase of the project, said the construction unit finished building some piers and then went where they couldn’t see anyone else doing it. Last May, city officials came down to meet with people to hear their opinions. “I allot land from the road surface for them to do it, but they leave it there for people to wait,” Nhan said.
Mr. H., a household in the second phase of the project, said his family still doesn’t know where to move or where to go. The house in front of it sells rice, and the back is left for many years, unable to improve or build due to project problems.
Mr. H. lamented: “This road is famous for flooding due to high tide, but it cannot be built new. The old floor is low, so it rains and hits the high tide. Until now it is not known when we have to move, and be compensated. Why and where to go. “
Investor … also waited
Speaking with Tuoi Tre, Mr. Luong Minh Phuc – Director of the Board of Directors of the City Traffic Construction Investment Project (investor) – said that the reason for the protracted project is due to the slow delivery of the land from the local government .
After starting the bridge, the contractors have built within the facilities provided by the Nha Be District People’s Committee. So far, the contractor has completed the structure from piers T1 to T8. However, due to lack of land, as of December 2016, the contractor temporarily suspended construction.
“Based on the latest information, the Nha Be district will complete the file for submission to the City’s Land Price Assessment Board for approval in March. The site clearing and cleanup is expected to be completed in the third quarter of this year and 18 months after the site is delivered, the investor will complete the entire project “- said Mr. Phuc.
Meanwhile, the representative of the Nha Be District People’s Committee said that earlier the district cleared phase 1 for the construction of the project. Due to the protracted project, phase 2 has to adjust the compensation price and so far, there are still 106 households waiting for compensation and authorization. In which 46 households are subject to resettlement but do not currently have a land fund to fix, they will switch to the cash payment option.
The District Popular Committee has completed the compensation pricing plan and submitted it to the City Appraisal Council for evaluation and approval. “Afterwards, the unit price will be compensated for the people. The District Popular Committee hopes that the city will soon eliminate two major problems of the project: resettlement and the unit price of compensation so that the project is completed soon” – Representative of the Popular Committee from the Nha Be District speak.
Many works are waiting for the site.
According to statistics in 2020, up to 43 major traffic projects in Ho Chi Minh City are affected due to ground problems, of which 8 projects need to be suspended for many years, such as Tang Long Bridge, Nam Ly Bridge (Thu Duc City). ..
The Ho Chi Minh City Department of Transportation said that there are projects that take time to clear the land, causing the construction period to last many years not yet completed, generating costs and affecting people’s travel. Currently, the Department of Natural Resources and Environment is creating a mechanism to shorten the compensation and resettlement process. If the mechanism is put into practice, the next time the traffic works it will be deployed and put into operation faster.
