After hearing the comments and conclusions of the meeting, Prime Minister Nguyen Xuan Phuc said that Decision 46 has been issued for 11 years, many previously decided issues are sensitive issues. After 11 years, the provisions of the law have changed with recently enacted laws.
Therefore, the Prime Minister said that the legality of Decision 46 must be properly and fully considered.
The Permanent Government decided to assign the Ministry of Finance to assume primary responsibility and coordinate with the Ministry of Defense, the State Capital Management Committee in Companies, Ho Chi Minh City, the Ministry of Natural Resources and Environment, the Ministry of Justice and the Ministry of Transport. The Ministry of Planning and Investments must study and formulate a plan and this plan must be rigorously evaluated in accordance with the law to inform the Government and the Prime Minister for their consideration and decision.
The Prime Minister emphasized the spirit of not losing state assets, fighting against collective interests, negativity, corruption and, above all, not breaking the law. This plan should clarify what to do next, what to stop, what not to do; This plan also needs to assess the implications, propose solutions. Decisively handle infractions, if any.
The Prime Minister called on the relevant authorities, the Ministry of Defense and Ho Chi Minh City to strengthen the strict management of land and assets on the land, as well as the proceeds of the law, and to report publicly, clearly, the process of settlement, management and land management in this area.
