It is clear that the PVC contractor consortium is not qualified to implement the project, but there is still a policy of assigning this consortium as a contractor.

This is irresponsible behavior, despite the regulations on the designation of contractors and contrary to the direction of the Government. Defendant Thang’s mistakes in the case are reflected in direct criticism and conclusions at a series of meetings requiring the assignment of the project designation contract for PVC.

The Prosecutor’s Office proposed a sentence of 12 to 13 years in prison for the defendant Dinh La Thang.

Also in this case, the former president of PVC, Trinh Xuan Thanh, was sentenced to between 11 and 12 years in prison for “violating the rules on investment in construction, leading to serious consequences”; 10-11 years in prison for “abuse of positions and powers in the public function.” This is the only defendant in the case who has been charged with two counts.

The defendant Do Van Hong, former president and CEO of PVC Kinh Bac, was sentenced to between 6 and 7 years in prison for “abusing his position and his powers in public service”.

Another 9 defendants were charged with “violating the rules on investment in construction, causing serious consequences,” including:

Vu Thanh Ha, former CEO of the Petrochemicals and Petroleum Biofuels Corporation – PVB, was sentenced to 7-8 years in prison.

Pham Xuan Dieu, the former CEO of PVC, was offered a sentence of 5 to 6 years in prison.

Nguyen Ngoc Dung, former deputy general manager of PVC, was sentenced to 4-5 years in prison.

Do Van Quang, former head of PVC’s Planning and Economics Department, and Nguyen Xuan Thuy, former deputy head of PVB’s Project Investment Department, are being sentenced to 3-4 years in prison.

Tran Thi Binh, former deputy director general of PVN, was offered a prison sentence of 2-3 years.

Khuong Anh Tuan, former deputy commercial director of PVB; Le Thanh Thai, former head of the PVB Commercial Department and Hoang Dinh Tam, former PVB chief accountant, were offered a prison sentence of 30 to 36 months.

In May 2018, Mr. Thang was sentenced to 13 years in prison by the Hanoi High People’s Court (appeal level) for “deliberately violating state regulations on economic management, causing serious consequences” at Thai Binh Thermal Power Service two.

In June 2018, Mr. Thang was also sentenced to 18 years in prison by the Hanoi High People’s Court (appeal level) for the same offense as above in the case PVN invested 800 billion VND in OceanBank.

In December 2020, Mr. Thang was sentenced to 10 years in prison by the Ho Chi Minh City People’s Court (first instance) for “violating the management and use of state property, causing loss and waste” in the sale of the right to charge fees. Trung Luong Highway.
