Due to the inability of the PVC / Alfa Laval / Delta-T joint venture, the Phu Tho Ethanol project has been continuously delayed. PVC also later reported that it acknowledged that the joint venture was not qualified to carry out the project.
In March 2013, PVC unilaterally halted construction on the project and has had no finished items. This resulted in PVB damages of more than 543 billion VND.

Through the investigation, Hong learned that Mefrimex Investment and Technology Development JSC (Mefrimex Company) had 3,400 m2 of land in the Tam Dao district, Vinh Phuc, and wanted to sell it for VND 23.8 billion.
After a field survey with Hong, Trinh Xuan Thanh agreed to buy the old plot. In May 2015, Mr. Trinh Xuan Gioi transferred the Mai Phuong company to Ms. Tran Duong Nga, Trinh Xuan Thanh’s wife. In June 2016, Ms Nga carried out the procedures to transfer the Mai Phuong company to Mr. Kieu Dao Lam (in Vinh Phuc) for 45 billion VND.
According to the prosecution, there are sufficient grounds to determine that Trinh Xuan Thanh has taken advantage of his position and powers as Chairman of the Board of Directors of PVC with capital contribution in PVC Beijing to take advantage of the purchase of 3,400 m2 of land in Tam Dao.
Trinh Xuan Thanh also “broke” 3 billion VND, not paid as agreed. Thanh’s behavior caused PVC damage of more than 13 billion VND, Thanh benefited 3 billion VND, committing the crime of taking advantage of positions and powers while on duty.
On December 24, 2019, the Security and Investigation Agency, the Ministry of Public Security, issued a decision to temporarily confiscate the certificate of ownership of 3,400 square meters of Tam Dao land owned by the Mai Phuong company.
