To attract more objects to participate, Pham Chi Dung created a website, blogger “Vietnam Times”, managed by Dung, received and approved to publish information, articles with propaganda content, distorting, forms. Party policies, state laws.
Regarding operational money, Dung launched communication projects and asked national and foreign individuals and organizations to contribute money to create operational funds for the association.
Additionally, Pham Chi Dung instructed Tuan to administer, manage techniques, and post information directly after being approved by Dung, and at the same time, Tuan installed techniques to link the two websites and the blogger together. ; publish information and articles on the Internet at the same time to secure, protect information, manage and maintain the operation of the website without interruptions; Tuan also uses many pseudonyms to write and publish 534 articles. In which, there are 6 articles that distort, slander, offend the reputation of the organization, the honor and the dignity of the person.
From August 2014 to May 2018, Pham Chi Dung transferred almost 1.5 billion VND to Tuan, of which his royalties were more than 400 million VND, the rest Tuan transferred royalties to other members.
