The former leader of the Chinese aircraft carrier program was expelled from the party

Ho Van Minh, 63, is expelled from the party and could be prosecuted for “serious violation of law and discipline” after months of investigation.

Ho Wan Ming, former chairman of the China Shipbuilding Industry Group (CSIC) and former chief supervisor of the country’s aircraft carrier program, was expelled from the Chinese Communist Party, Central China Commission for Disciplinary Inspection (CCDI) announced today .

The CCDI announced in May 2020 the investigation of Ho Van Minh for “serious violation of law and discipline”, a phrase commonly used to refer to cases of corruption. He served as president of the CSIC before retiring in August 2019, a month after a former director general of the group was sentenced to 12 years in prison for taking bribes.

The investigative report released by CCDI on January 4 concluded that Ho Van Minh had lost his ideal, abandoned the party spirit, and did not fully comply with important decisions of the party’s central government. He also participated in superstitious activities, obstructed the investigation, violated party discipline by taking bribes and partying.

Ho Van Minh was also found to abuse power and caused the loss of state assets. In addition to being expelled from the party, he will be deprived of all his retirement benefits, all bribes will be confiscated, and the CCDI will refer the case to the prosecution.

Before becoming president of the CSIC, Ho Van Minh had several decades of experience in the aviation industry, working for various state-owned military aircraft companies.

Ho Wenchuan oversaw the development program for the Liaoning aircraft carrier, China’s first aircraft carrier and second aircraft carrier, Shandong, and the J-10 fighter launched in 1998.

The CSIC was very involved in the research, development and manufacture of military ships. Two other senior CSIC officials have also been sanctioned by the Central Commission for Disciplinary Inspection for crimes related to corruption in the last three years.

Shortly after Ho Van Minh’s retirement, CSIC merged with the parent company of China State Shipbuilding Corporation (CSSC), becoming one of the largest shipbuilding companies in the world. CSSC is responsible for the development of Chinese aircraft carriers, nuclear submarines, warships and commercial vessels.
