On January 4, at a press conference to provide information on Resolutions 01 and 02 recently issued by the Government, Vice Minister of Health Truong Quoc Cuong shared information related to Vietnam’s negotiation to buy COVID-19 vaccine.
Vice Minister Truong Quoc Cuong said the Health Ministry is negotiating with four countries to buy vaccines: Russia, China, the United Kingdom and the United States. In which, with the UK is the AstraZeneca company, the US is the Pfizer company, Russia has the Sputnik V vaccine.

“All units ask us to sign a confidentiality register. However, so far, certain information has been made public, ”said Mr. Cuong.
According to Mr. Cuong, the most recent result of the negotiation was with AstraZeneca (UK): “We signed with them to secure 15 million people, or around 30 million doses. According to the roadmap, from the first quarter to the fourth quarter there will be vaccines ”.
Regarding the results of the negotiations with the American company Pfizer, the vaccine will be delivered according to the schedule and the final time of the contract is until the fourth quarter of 2021.
In the case of the Russian vaccine, the Ministry of Health is negotiating with the management that we will produce in accordance with the transfer of Russian technology in a company affiliated to the Ministry of Health.
The Deputy Minister of Health said that the negotiation depends on many factors. In addition to the offer and the price (there is not much difference, depending on the storage conditions, payment conditions, delivery conditions and clinical trial), vaccines show differences in protective efficacy.
“The type with the lowest protection effect is around 65%, the highest is 94.5%, and the average is between 80-90%. All the above, the Ministry of Health is gathering and consulting the ministries, If necessary, the Politburo will be informed “- emphasized Mr. Cuong.
Mr. Cuong also claimed that the Ministry of Health strictly followed the Prime Minister’s instructions on how to get the fastest entry so that people can have early access to vaccines, especially with the very close coordination of ministries and branches.
Regarding commercial vaccines, Mr. Cuong said the world also has the World Vaccine Union, which buys vaccines from various companies to supply some 90 countries. Vietnam participates in this program, which provides various vaccines to approximately 16% of the population at the cheapest possible price and compensates for losses.
However, vaccine producing countries have not yet been proactive because production capacity for a time is not sufficient to provide vaccines in large quantities. “Maybe in this first quarter there is enough information that we can fully plan,” Cuong said.
