Consequently, at 8:40 am on the same day, the A Luoi hydroelectric plant is operating a power generation with a capacity of 20MW (2 units / 10MW each), there is a water leak in the tunnel at facility 177 . (the joint combustion position of the water inlet) on the main roof of the plant, the water flows down the plant with a flow rate of about 09m3 / s, bringing mud and rock (the water has not spilled into factory floors).

Nguyen Manh Hung, Chairman of HA Luoi (Thua Thien – Hue) People’s Committee, said that on the morning of the same day, HA Luoi People’s Committee had an inspection team to work with A Luoi hydroelectric power station to understand the situation. and coordinate. repair and troubleshooting in the factory water tunnel.
Mr. Hung said: HA Luoi People’s Committee has coordinated with the factory to propose a response plan if the worst situation occurs. Specifically, the HA Luoi People’s Committee has assigned the district police to organize a factory search, the district military command board is ready to plan and force to solve the problem; order the People’s Committee of Hong Ha Commune, in the town where the incident occurred, to verify the number of local people working in the forest and agriculture who have not yet returned and to prohibit access to the factory area.
The case has not yet been concluded.
According to Mr. Hoang Viet Cuong, as soon as the problem was detected, the plant notified the dispatch, implemented the emergency shutdown and power outage, stopped generating. The fire prevention and fire fighting command committee at the plant site has mobilized an assault team, machinery and equipment to prevent water from flowing to the floor and unit, minimizing damage and, at the same time, announcing and warning people and vehicles did not approach the scene of the incident.
The unit also informed the design consultant, the inspection site construction contractor, to offer a solution when tunnel inspection conditions allow; notify the authorities in accordance with the regulations on the content of the incident; organization of monitoring and implementation of security measures for the plant.
According to Mr. Cuong, the tunnel test is currently unqualified, so the cause of the problem in the hydroelectric tunnel has not been determined. The investor has also asked the local authority to notify people who do not approach the scene of the incident, the company is focusing on attending and waiting for conditions that allow it to review the road. tunnel to identify the cause and inform the authorities at all levels.
