Mr. Phat is known as one of the richest businessmen in Hai Phong City. Prior to his arrest, Mr. Phat operated the Phu Thanh Group and was also the president of the Phat Petroleum Trading Joint Stock Company (Petraco).

The oil giant Ngo Van Phat is also famous for owning magnificent villas worth hundreds of billions of VND in Hai Phong and Thai Binh.
