After executing the arrest warrant, the police searched Mr. Te’s home on Tran Nguyen Han Street, Le Chan District, Hai Phong City.
It is known that Mr. Te was arrested for being related to the act of buying and selling value-added invoices (VAT) of the giant Ngo Van Phat (ie “oil” Phat, 56 years old).

According to the police agency’s initial investigation, the line to buy and sell VAT invoices led by Mr. Phat is worth more than VND 5 billion.
Mr. Phat is known as one of the richest businessmen in Hai Phong City. Prior to his arrest, Mr. Phat operated the Phu Thanh Group and was also the president of the Phat Petroleum Trading Joint Stock Company (Petraco).
The oil giant Ngo Van Phat is also famous for owning magnificent villas worth hundreds of billions of VND in Hai Phong and Thai Binh.
