According to Mr. Ha, the distribution of delegates to the National Party Congress is based on the provisions of the Party Charter and takes into account the seat of the Congress. According to the party central committee, there are 67 party committees and each party committee is assigned 13 delegates. According to the number of party members of each party committee, for every 12,000 party members, one member. If there is a balance of 6,001 or more, one more delegate is allowed.
According to Mr. Ha, in the XI Congress, for every 10,000 party members, 1 delegate; In the XII Congress, for every 11,000 party members, there is 1 delegate and the XIII Congress is 12,000 party members.
The XIII Party Congress was attended by a total of 1,590 delegates, 80 more delegates than the XII Congress.
However, according to the important position of some party committees, 6 party committees with important positions have been identified: the Army added 8 delegates, the police added 8 delegates, Hanoi added 10, Ho Chi Minh City added 5, The bloc of central agencies added 39 and the central business block added 8.
Regarding the standards and structure of the delegates, the standards of the delegates must be clearly defined in terms of political qualities, ethics, lifestyle, competence, prestige and health to perform the functions of the delegates. Regarding the structure of the delegates, the Central Government oriented cadres to the direction and management; female, youth and ethnic delegates; As for the provincial and municipal delegations, about 25% of them work at the district and grassroots level. In this sense, the central government assigns the Politburo to specifically decide the distribution of delegates for each party committee.
