This morning (December 29), in Hoa Binh province, the Ministry of Transport and Military Industry – Telecommunications Group (Viettel) organized the operation of automatic non-stop toll collection (ETC) at 35 stations in phase 2 of draft. With the simultaneous operation of continuous electronic toll (ETC) in 35 toll booths, bringing the total number of ETC toll booths throughout the country to 91 stations.
Of the 35 toll booths implementing ETC as of today, 25 stations are under BOT projects of the Ministry of Transport as an authorized state agency, under the phase 2 project of Vietnam Digital Transport Joint Stock Company (VDTC) member of Viettel Group as a service provider under the name ePass. 10 stations per location are authorized state agencies.
At the ceremony, Deputy Minister of Transport Le Dinh Tho said that after a long time of efforts, all toll stations on national roads have reached the goal of applying automatic non-stop toll collection, reaching 91/116 seasons. At present, there are 15 stations that have not been implemented due to short loading time and investors’ financial plan is not guaranteed.
Deputy Minister Le Dinh Tho said that in the past when the investment was implementing the one-stop toll collection and then the Ministry of Transport had studied this technology to put the automatic toll collection system in the BOT stations and drive all BOT stations. Once finalized and put into operation, there must be changes when deciding to do ETC, so there are many problems on the subject between the State management agencies, the Ministry of Transport, investors, banks, home. the provision of ETC services based on the interests of the parties in the implementation issue.
To create a legal corridor, the Ministry of Transportation investigated and found that the legal corridor was neither synchronous nor complete. Over time and by 2020, the review and reassessment has created a legal corridor by amending Decision 07 to Prime Minister’s Decision 19, which addresses stakeholder responsibilities from the hub to the local investor, BOT.

Recognizing that Viettel is a large corporation of the Ministry of Defense, this is the first product combined with the Ministry to work on uninterrupted automatic toll collection in the road sector while the transportation industry has 5 areas, so it is necessary to apply The science. Therefore, the leaders of the Ministry of Transport expect Viettel to research and deploy many projects, applying many scientific and technological advances to the transport industry.
Regarding the connection between service providers and state management agencies, Deputy Minister Le Dinh Tho said the Ministry of Transport has informed the government when investment in transport infrastructure will use the form of Automatic toll collection in a near future will only be VETC and the core will be Viettel, there will be no BOO 3 and BOO 4, so the units should pay attention to the management apparatus, highway projects invested by ETC invest and implement all budgets or APP.

According to Major General Le Dang Dung, Chairman and CEO of Viettel, after 6 months, Viettel was tasked with implementing BOO2 with an ETC system across the country to the correct destination according to the Prime Minister.
By emphasizing smart traffic is one of the three pillars of the economy, Major General Dung said that digital transformation will reduce traffic congestion and make travel easier. Viettel generates smart traffic and determines the duties of the country and its people, and when assigned tasks, it mobilizes to build an ecosystem.

Major General Dung also believed that in the near future he would eliminate all cash transactions and switch to digital platforms, interconnected connections, and fee payment platforms. At the same time, Viettel is committed to providing the best technology, building secure operating systems, and building other digital conversion systems in the future.
The continuous automatic toll project consists of two phases. Phase 1 (BOO1) is implemented at 44 toll booths by the Ministry of Transport, which is a licensed state agency on NH1 and Ho Chi Minh Road through Central Highlands, provided by VETC Company Limited. So far, the project has been completed with 40 toll stations for ETC implementation (only 4 roads of Vietnam Expressway Development Investment Corporation have been approved by the Prime Minister to implement ETC by allocating funds).
The Phase 2 (BOO2) project is implemented in 33 toll booths with the state authorized MOT agency. The unit providing phase 2 of the ETC service is Vietnam Digital Traffic Joint Stock Company – VDTC.
So far, ETC has been installed and put into operation in 25 toll booths. There are 8 stations proposed by the Ministry of Transport to the Prime Minister to delay or not implement ETC, including: not implementing ETC at 3 stations on National Highway 51 due to the remaining 1 year toll collection time; ETC has yet to be implemented in 3 low-income toll booths: the station on the Ho Chi Minh highway, the toll booth on the My Loi bridge and the toll booth on the Thai Ha bridge; Two toll booths that people opposed to stop the toll collection were Bo Dau National Highway 3 (Thai Nguyen) and T2 Highway 91 (Can Tho).
For 50 stations in which 16 localities are competent state agencies, the Popular Committee of Ca Mau province has proposed not to do FTE at 4 stations on the provincial highway, mainly to collect motorcycle tolls. Of the 46 remaining toll stations, 33 have completed the installation of ETC systems, 7 are in process, and 6 stations in construction projects have not yet organized toll collection.
