Due to lack of new guidelines, requirements for connection and signing of a rooftop solar purchase agreement are suspended after December 31.
Vietnam Electricity (EVN) said that the Prime Minister and the Ministry of Industry and Commerce have not issued new policies and guidelines to replace Decision 13/2020 on the mechanism to encourage the development of solar energy, which expires after 12/31. .
According to EVN, the Department of Electricity and Renewable Energies (Ministry of Industry and Commerce) is still studying the model, scale and the corresponding electricity purchase and sale price for each type of rooftop solar energy. It is expected that until the first quarter of 2021, a new report will be sent to the Ministry of Industry and Commerce for its consideration and presentation to the Prime Minister on policies to promote solar energy on rooftops for the next period. Therefore, EVN stated that, since the beginning of next year, the type and purchase price of rooftop solar energy has not been determined.
Pending instructions from the competent authority, EVN power units will close the list of rooftop solar systems (fully or partially installed) to be in commercial operation. 24 hours on December 31. For systems partially operated up to this point, the electricity companies will make a written confirmation to the investor on the capacity scale of the part of the system that is already in operation.
Power companies will also stop receiving and setting requirements for connecting and signing development systems PPAs after December 31 until new guidance is available. After this date, EVN emphasized that the electric units will not register the electricity generated in the grid and will not buy electricity without the new Prime Minister’s Decision.
The purchase price of electricity from rooftop solar projects according to Decision 13/2020 is 8.38 cents per kWh, with a duration of 20 years with connection projects, commercial operation before December 31, 2020 This is the highest price among investments in solar photovoltaic (terrestrial, floating), one of the reasons for the massive development of solar photovoltaic energy on rooftops. According to EVN, as of December 25, there are 83,000 rooftop solar projects connected to the electrical system with a total installed capacity of almost 4,700 MW. The total amount of electricity generated on the grid from solar energy on rooftops has so far reached more than 1.13 billion kWh.
