Many particularly important projects are overdue, such as interregional projects, the urban rail; freight transportation has not met the requirements due to low road, high cost and the highest logic, investment does not pay attention to waterways, railways, limited capacity of many ports; the aviation infrastructure has been improved, expanded, but has not yet met the requirements; There is a lack of transport linking large regions and cities with economic regions, airports and seaports.

Since the capacity of urban infrastructure has not kept pace with the development of vehicles, according to the deputy prime minister, in the next 5 years, with the growth rate of individual vehicles, it will be impossible to limit traffic congestion. The more major cities build road infrastructure, the more congested they attract people, such as Hanoi and Ho Chi Minh City, increasing by 200,000 people each year. Therefore, no infrastructure can afford to increase the speed of private transport, which creates congestion and environmental pollution.

Also according to the Deputy Prime Minister, in the period 2021 – 2025, there should be 3,000 additional km of motorways for a total of 5,000 km by 2025. If to invest 3,000 km of motorway, 600,000 billion VND will be needed, not including the capital investment for other fields such as urban rail …

“Mobilizing non-budgetary resources remains very difficult because completing new PPP legislation opens up and removes difficulties for investors to feel the safety and effectiveness of the project. The bank did not intervene, so the BOT project failed and could not implement the strategic transport development objective because it could not mobilize capital from abroad, ”said the deputy prime minister.

Regarding the mission, the Deputy Prime Minister asked the Ministry of Transport to urgently focus on completing traffic planning; focus on the construction of the 2021-2025 medium-term plan, accelerate the progress of disbursement of key projects with assigned capital … In which, ministries and branches coordinate to remove obstacles to carry out road projects Cat Linh – El Hierro Ha Dong is put into operation because the slower it will be ineffective, it is an invisible loss …

Deputy Minister of Transport Le Dinh Tho said that in 2020 alone, the Ministry of Transport completed and commissioned 21 works and projects and completed procedures and implemented the construction of 19 new projects.

In addition, the Ministry of Transportation has completed the formalities and begun construction of the projects of the North-South highway component converted to public investment and presented to the Government to inform the Standing Committee of the National Assembly for proposals.
