The Department of Cultural Heritage will inspect the renovation of the Panorama restaurant in the Ma Pi Leng (Ha Giang) pass, according to the leader of the Ministry of Culture, Sports and Tourism.
On the morning of December 24, Mr. Tran Dinh Thanh, Deputy Director of Cultural Heritage, said that in March 2020, Ha Giang Province consulted with experts and scientists and agreed to adjust and renovate the houses. Panoramic goods at the Ma Pi Lèng pass (Meo Vac district).
“Since then, how the renovation is carried out, whether it is according to the agreed plan or not, the local government must have an answer,” said Mr. Thanh.
Mr. Hoang Dao Cuong, Vice Minister of Culture, Sports and Tourism, said that he instructed the Department of Cultural Heritage to consider renovating the Panorama restaurant in accordance with regulations.
According to local sources, the restaurant began construction and renovation in early July, went live in October, and attracted many visitors. Compared to the past, the restaurant has changed its paint color from red and dark to light gray (stone color), while the exterior architecture has not changed much.
“The roof of the house is covered with new tiles and the parts that protrude from the Nho Que River remain the same,” said Ha Phuong, a visitor from Hanoi.
Explaining the above problem, Tran Duc Quy, vice chairman of the Ha Giang Provincial People’s Committee, stated that the Panorama restaurant after renovation “has implemented the plan approved by the Provincial People’s Committee, based on consultation with scientists. School, architect” .
“The restaurant is only renovated, not demolished. Most of the visitors here accept this option, because there is a place to stop and enjoy the scenery. The owner of the restaurant has also obeyed not to fix the accommodation here” Mr. Quy said .
Architect Pham Thanh Tung, head of office for the Vietnam Association of Architects, who attended the meeting to discuss plans to repair and renovate the Panorama restaurant in March, said that he had stated that the architectural view of the Panorama restaurant building should low, reducing the number of floating floors, maintaining a single story and tile roofs.
“The building must be of indigenous architecture, small, friendly to the surrounding landscape, and literally means a stopover for tourists, not hotel accommodation,” Tung said. As for the structure to guarantee the safety of the project, it will be maintained, while the leveling part to the Nho Que river will be eliminated.
In addition, Mr. Tung proposed to Ha Giang Province to build a plan for the stops all over Hanh Phuc Street, to stimulate local tourism and avoid incidents like the past.
In early March 2020, Ms Vu Thi Ngoc Anh, owner of the Panorama restaurant, sent a document to the People’s Committee of Ha Giang Province, proposing to renovate and beautify the project to make it a scenic stopover for visitors.
Ms Anh argued that if the previous 6 floors were demolished or the protruding part of the roof, the project would run the risk of sliding into the Nho Que River. Therefore, he proposed to keep the entire structure, just change some materials to adapt them to the landscape. You will also use motifs and patterns appropriate to the local ethnic culture to decorate the restaurant. There will be many trees and flowers around the site.
After that, Ha Giang Province held a workshop to consult with scientists and accepted the policy of renovating the restaurant, rather than demolishing everything. Tran Duc Quy said that most of the heritage and culture experts agreed to renew the project.
The concrete building was built as a motel, restaurant, cafe … right in the Tu San alley, in the Ma Pi Leng pass from 2018, it was put into use in early 2019. Local authorities said the project It does not have an investment certificate, the project has not been approved by a competent authority. The Investor has not received a certificate to change the purpose of use of the land from annual crops to residential or construction land.
