Previously, the Voluntary Committee under the Standing Committee of the National Assembly transferred to the Ministry of Transport the proposal of the voters of Hanoi to propose functional ministries and agencies to consider and change the technical structure and the name of the Me bridge. The Department of Dai Binh or Chi Nghia Bridge, which connects the district of Thuong Tin (Hanoi) with the district of Van Giang (Hung Yen), at the same time studies the installation of a cable-stayed bridge over the Red River to reduce the load of the Bridge Me So.

In response to the voters’ recommendations, the Ministry of Transportation said: The Me So Bridge connects Thuong Tin District, Hanoi City, with Van Giang District, Hung Yen Province on Ring Road 4, the capital region of Hanoi. The Prime Minister assigned Ring Road 4 the task of preparing a pre-feasibility study report as the basis for informing the National Assembly for a decision on investment policy.

In the process of preparing the pre-feasibility study report, the Ministry of Transportation will direct the relevant agencies to study the different design options for the Me So Bridge based on natural conditions, cost and success. construction technology, administration and maintenance costs, and landscaping of the construction area as the basis for choosing the plan that ensures economic-technical architectural aesthetics.

Once the investment in the Me So bridge is completed, the Ministry of Transport will study the name of the Me So bridge in accordance with the provisions of article 40 of the 2008 Road Traffic Law.

Regarding the study of additional cable-stayed bridges over the Red River to reduce the load of the Me So Bridge, the Ministry of Transport said: in accordance with the planning of the transport development of Hanoi, capital until 2030, with a vision for 2050 by part of the Prime Minister. approved in Decision No. 519 / QD-TTg of March 31, 2016, in addition to the Me So bridge, in the next phase, it will continue to build 9 bridges over the Red River, including: Hong Ha bridge, new Thang Long bridge, Tu Lien, Vinh Tuy Bridge (phase 2), Thuong Cat Bridge, Ngoc Hoi Bridge, Tran Hung Dao Bridge, Phu Xuyen Bridge, Van Phuc Bridge to connect convenient traffic, meeting the travel needs of people on both sides of the Hong River .

In early January 2021, the construction of phase 2 of the Vinh Tuy bridge will begin.

According to the Management Board of the Hanoi Traffic Works Construction and Investment Project, phase 2 of the Vinh Tuy Bridge is expected to start construction in early January 2021.

Currently, the feasibility study report on phase 2 of the investment project in the Vinh Tuy Bridge construction has been approved by the Hanoi People’s Committee. Consequently, the bridge is designed in a similar shape to phase 1 of the Vinh Tuy bridge; the center of the bridge is 21.25 m from the current Vinh Tuy bridge to the river below; The total length of the bridge and the road is more than 3.4 km, the width is 19.25 m, including 4 lanes, the height of the clearance is 11 m.

The total investment for phase 2 of the Vinh Tuy Bridge is over VND 2.5 billion, using the budget capital of the city of Hanoi.
