According to investigative agency documents, the Vietnamese people present on the crashed bus in Cambodia had a work record in Thailand. Due to the Covid-19 epidemic, they should return to Vietnam and reside locally from the beginning of 2020. By October 2020, it is necessary to return to Thailand to work, but because the border gates are not open for people. Back and forth, these citizens contacted to find people to bring to Thailand through unofficial channels. The mentioned citizens contacted Tran Van Minh to be sent to Thailand.

Minh agreed to a cost of 20,000 baht per person (equivalent to about 15 million VND) to bring the aforementioned persons by quota through the Tay Ninh – Cambodia border area, via Cambodia to Thailand. On November 4, Minh picked up 11 people in Ho Chi Minh City and then contacted Vo Chi Cong to rent a car to transport the aforementioned people to the Tay Ninh border area. Upon receiving Minh’s phone, Cong contacted Nguyen Nhat Quang to rent a 16-seat car with the above number from Ho Chi Minh City to Quang’s house (in Tan Ha Commune, Tan District Chau, Tay Ninh province), near the border area. with Cambodia) for 2 million VND.

At around 13:00 on November 5, 2020, Tran Van Son (SN 1972, resident of Tan Dong Commune, Tan Chau, Tay Ninh, driving for Quang’s family) controlled a 16-seater car, with the Registration number 51B – 048.14 Eleven citizens arrived at the Tay Ninh border to rest at Quang’s house for Cong to organize a transfer to Cambodia. On the 20th of the same day, Cong directly hired Nguyen Van Thien, Nguyen Ngoc Hoan, Nguyen Van Hoang to ride a motorcycle and take 11 citizens to work across the border through the quota to Cambodia.

Around 24 hours the same day, subjects in Cambodia took 11 citizens in a 12-seater passenger car, which was transported inland to Thailand. Around 2:30 am on November 6, 2020, when heading to Siem Reap province – Cambodia, the bus carrying 11 aforementioned citizens had an accident, killing 6 people (5 people from Ha Tinh, 1 of Thanh Hoa.) And 5 people were injured.
