In May 2019, Dong Nai Construction Department announced the results of the project’s basic design evaluation. After that, Dong Nai Power Company and Dong Nai Water Company issued a written agreement on the connection. In April this year, the Prime Minister allowed a change in the use of rice lands to implement the project.
By October, the project still has a part of rubber land that has not yet implemented the compensation work, it has not converted the land use for purposes … However, when the legal documents have not been completed, the Corporation de Inversión LDG built 60% of the infrastructure, built 488 houses (198 villas, 290 semi-detached houses). In addition, another 192 townhouses have completed foundation construction.
On September 4, the Dong Nai Construction Department inspector discovered the incident and fined the company VND 75 million for construction of the project when it was not qualified to start. Last month, the Dong Nai People’s Committee established an interdisciplinary team to inspect the construction procedures and scale of the project, and found many errors.
Through inspection, it was determined that from November 2018 to August 2020, the company invaded more than 18 hectares, including agricultural land, forest land for special use, forest protection land, production forests in agricultural areas. With the above violations, in addition to administrative penalties and money arrears due to illegal profits, the Dong Nai People’s Committee requested the company to continue to complete the land allocation and leasing procedures in accordance with the regulations. 60 days to overcome the consequences.
