Speaking at the meeting, Vice Minister of Internal Affairs Tran Anh Tuan said that after the National Assembly passed Resolution 131/2020 / QH14 of November 16, 2020 of the National Assembly on the organization of urban government in the city of Ho Chi Minh, The Ministry of the Interior collaborated with the Ho Chi Minh City People’s Committee and relevant ministries to draft a Government Decree detailing and guiding the implementation of the organization of urban government in Ho Chi Minh City on the basis of the local government law. relevant laws and Resolution 131/2020 / QH14. Currently, the preliminary draft is still being consulted in order to finalize it so that it can be presented to the Government in the shortest time to issue a Decree implementing Resolution 131 of the National Assembly, which officially came into effect as of January 1, 2021 and it was implemented. as of July 1, 2021.
According to Vice Minister Tran Anh Tuan, the draft decree has 7 chapters and 44 articles; which is related to issues such as the organization and operation of the Popular Committee of districts and neighborhoods; organizational apparatus in which the Popular Committee of the district or neighborhood is the state administrative agency in the district or neighborhood; the regime of public officials and employees when implementing urban government in Ho Chi Minh City, especially administrative agencies located in districts and districts; estimate, implement and establish the state budget when districts no longer have People’s Councils.
Deputy Minister of Internal Affairs Tran Anh Tuan said Thu Duc City is a new model in organizing urban government in Ho Chi Minh City.
Vice Minister Tran Anh Tuan also said that in addition to the Project on the Organization of Urban Government in Ho Chi Minh City approved by the National Assembly, Ho Chi Minh City also developed a Scheme to organize administrative units at district and commune level and establish Thu City . The city of Thu Duc was established under the Resolution of the Standing Committee of the National Assembly on the basis of the merger of Districts 2, 9 and Thu Duc, about 211 km2 wide, with a population of more than one million people .
Thu Duc City is expected to contribute 1/3 of Ho Chi Minh City’s gross domestic product (GDP), equivalent to 7% of the country’s gross domestic product (GDP). This city is expected to become a driving force for the development of HCMC and the southeast region.
