Speaking at the meeting, Mr. Nguyen Thanh Phong said that the Standing Committee of the National Assembly has recently issued 3 important resolutions to the city to facilitate the development of the city. Including resolutions on the disposition of administrative units at the district and commune level.
The Government assigned the Ministry of the Interior to draft the guidelines for the decree, after which the Ministry of the Interior established a drafting committee and editorial team for the draft decree.
Consequently, the drafting committee and the editorial team drew up a decree consisting of 7 chapters and 44 articles specifying the content of the organization and operation of the District and neighborhood Popular Committee; regimes and responsibilities of the presidents of the popular committees of districts and neighborhoods; the hiring and use of civil servants working in the People’s Committee of districts and districts and local budget matters.
In order to ensure the highly feasible issuance of the decree, Ho Chi Minh City held consultations with all levels and sectors. Consequently, the People’s Committee of the City has proposed to include an additional chapter in the draft decree that specifies the fundamental fundamental issues of the establishment of the city of Thu Duc in Ho Chi Minh City.
Furthermore, Mr. Phong said that the resolution included the Government within the scope of its decision-making powers and was submitted to the National Assembly and the Standing Committee of the National Assembly to enact specific policies and mechanisms for the city of Thu Duc . This is the basis for the city to be the best for the election of deputies to the National Assembly and Popular Councils.
According to Phong, the city is preparing programs to announce the resolution to establish the city of Thu Duc on December 31, 2020.
