According to the Ho Chi Minh City Inspector, Saigon Co.op is an economic organization operating under the Cooperative Law of 2012. The Saigon Co-op Party Executive Committee reports directly to the City Party Committee. The secretary and chairman of the board of Saigon Co.op were presented by the City Party Committee for the Saigon Co.op membership meeting to elect.

In August 2015, Mr. Diep Dung was elected Chairman of the Board of Saigon Co.op.

Saigon Co-op Capital is supported by the State and contributed by member cooperatives.

According to Ho Chi Minh City inspectors, at the end of 2019, the capital formed from the accumulated earnings (undivided earnings) of Saigon Co.op was almost VND 3.2 billion. In early 2020, Saigon Co. op decided to increase its charter capital to almost 6.8 billion VND (more than double).

However, there were many unusual signs of raising capital from member cooperatives.

Specifically, the Linh Tay Trade and Service Cooperative reported a loss of almost 49 million dong, but the contributed capital was more than 950 billion dong, the Do Thanh trade cooperative lost more than 721 million dong but contributed with almost 250 billion dong, the Thi Nghe trade cooperative lost more than 163 million dong but contributing almost 245 billion dong …

The City Inspector determined that 20/26 member cooperatives had contributed capital, but none of them were able to provide the inspection team with the capital contribution documents.

Meanwhile, the profit after tax of Saigon Co-op has remained stable over the years, ranging between 800 and 1,500 billion VND, the profit margin in Saigon Co-op reached 26-39% over the capital contribution.

According to the city inspector, there are many people and organizations outside, not members of the member cooperatives, but “hiding the ball” to bring capital to Saigon Co.op.

Although according to the regulations on capital mobilization methods (in the resolution of the 1st Extraordinary Membership Meeting in 2020), the capital obtained from member cooperatives cannot be from borrowed sources or from competing sources. .

The Inspector said that the Saigon Co-op Board of Directors did not fully comply with its responsibilities and powers in verifying the capital raised from member cooperatives.

The Inspector’s conclusion clearly indicates that the increase in share capital in Saigon Co-op is not in accordance with the law, there are signs of acquisition, capital appropriation, infringement of common property and state property, photo affect the economic security of the Ho Chi Minh City in particular and the entire country in general; there are indications of a crime.
