At Conference XIV, the Central will hold a vote to introduce personnel to participate in the Politburo, the Secretariat for Session XIII.

Prior to that, at the Reporters’ Conference held in October 2020 organized by the Central Propaganda Department, Mr. Le Quang Vinh, Permanent Assistant to the Secretariat, spoke according to the Politburo’s conclusion on the direction of humanity. The re-election age for the Politburo, the Secretariat is no more than 65 years (up to the time of the XIII Congress, scheduled for the quarter 1/2021) with the Politburo member, the Secretariat.

7 Politburo members are of legal age as prescribed

In addition to three cases, the late President Tran Dai Quang died in 2018; Mr. Dinh The Huynh, Member of the Politburo, Standing Committee of the Secretariat, has withdrawn from medical treatment; and Mr. Dinh La Thang was expelled from the Party, currently the XII Politburo has 16 members.
Among them, 9/16 people are eligible for re-election, starting in 2021, among them: Mr. Vo Van Thuong, Head of the Propaganda Department (born 1970, age 51); Mr. Nguyen Van Binh, Head of the Central Economy Department (born 1961, 60 years old); Mr. Hoang Trung Hai, Permanent Deputy Head of the Division in charge of the Subcommittee on Documents of the XIII Party Congress (born 1959, age 62); Mr. Pham Minh Chinh, Head of the Central Organizing Committee (born 1958, age 63); Mr. Vuong Dinh Hue, Secretary of the Hanoi City Party Committee (born 1957, age 64); Mr. To Lam, Minister of Public Security (born 1957, 64 years old); Mrs. Truong Thi Mai (born 1958, age 63); and Mr. Pham Binh Minh, Deputy Prime Minister, Minister for Foreign Affairs (born 1959, age 62).

Permanent Deputy Prime Minister Truong Hoa Binh (born April 13, 1955) in quarter 1/2021 is still “under 65 years old” as prescribed (per month). Therefore, if the age standard “does not exceed 65”, Mr. Binh is still of an age to be considered for re-election.

The remaining 7 members of the Politburo are over the age of re-election as prescribed.

Specifically, Secretary General and President of State Nguyen Phu Trong (born 1944, age 75); Prime Minister Nguyen Xuan Phuc (born 1954, 67 years old); The President of the National Assembly Nguyen Thi Kim Ngan (born 1954, 67 years old); Minister of National Defense Ngo Xuan Lich (born 1954, 67 years old); Nguyen Thien Nhan (born 1953, age 68), Secretary of the Ho Chi Minh City Party Committee for the period 2016-2021; Permanent Vice President of the National Assembly Tong Thi Phong (born 1954, 67 years old); Permanent Secretary Tran Quoc Vuong (born 1953, age 68).

Under the process, the Central will review eligible cases first and special cases (of legal age) will be reviewed later.

It is expected that, after the XIV Conference, it will be possible for the Secretary to meet again before the XIII Congress officially takes place in early 2021. Considering the special cases to the Central, the Political Ministry, the Secretariat will be considered and decided by the Central Congress at the 14th Conference or at the next meeting.

Regarding the Secretariat, there are currently 14 members, of which there are 7 Politburo members (both a Politburo member and a Secretariat member), including: Secretary General, President Nguyen Phu Trong; Permanent Secretariat of Tran Quoc Vuong; Head of the Organizing Committee Pham Minh Chinh; Former permanent secretary of the Secretariat Dinh The Huynh; Head of the Propaganda Department, General Vo Van Thuong; Head of the Economic Department, Secretary of State Nguyen Van Binh.
