How do you evaluate the model of the Central Steering Committee for the Fight against Corruption, formerly headed by the Prime Minister, but now by the Secretary General as Head of the Steering Committee? In your opinion, how effective is this change?

Previously, the Central Steering Committee on Anti-Corruption was a state agency headed by the Prime Minister. This committee is specified in the Anti-Corruption Law. Later, when the law is amended, we consider it necessary to further improve the position and independence of this agency, making this agency fully competent. He not only has authority in terms of the state, but also authority within the Party. Therefore, this Committee went from reporting directly to the Government to the Central Steering Committee of the Politburo, headed by the Secretary General. This ensures both authority and independence. And in fact it has been very actively promoted in the fight against corruption.

Many people believe and hope that, in the next term, the anti-corruption task will become stronger and stronger, but there are also concerns that it will loosen. And what do you think of this?

That depends on the political determination of the Party, the State and the chief. As the fight against corruption becomes stronger and stronger, more people and officials become more aware, seeing the strict punishment, of course, corruption will be reduced. Therefore, this concern is unfounded.

As for preventive solutions, declaration of assets, do you feel when drafting the bill, there are many strong solutions, but then it fades sir?

One of the highlights of the new law is its property control institutions. The old legal institutions are transparent, while the new laws are institutions that control assets and income. Previously, many people had to testify, but only a few people made false statements.

In addition, we also have regulations on the control agency, verifying the assets, the income is widely dispersed, many tracks, not professionals, it depends on the boss, so it is not effective. So the basis for verifying assets and income is very narrow, for example, election, appointment of officials, or complaints and reports to perform verification. Or handling the dishonest statement is also very formal, many cases are not treated strictly.

Therefore, the revised law has exceeded this. First, the declared object is expanded but the declaration form is changed accordingly. When the initial statement includes all the issues, but then every year, we only focus on those who have positions and powers from the head of the department upwards. Therefore, the objects that directly control the annual asset disclosure are reduced, focusing on those that are most likely to be corrupt.

Along with that, the income asset control agency is also more focused, compact, more professional, and most importantly, ensures independence. They have more authority to control and verify assets and income. In particular, random control has been expanded, anyone can be randomly verified and verified, so it is imperative that everyone is honest in the statement. Although we have not fully resolved the problem of handling the irregular increase in employee assets without a reasonable explanation of the source, we must confirm the institutions that control our assets and income. has made great progress. This we must go step by step. Currently, people only raise the subject of the declaration of property with the officials, those who work for the state. As a public servant of the people and state officials, he must obey the declaration of assets and income. If non-cadres and civil servants are arrested again now, it will be very difficult, neither in the world nor in any other country.

However, we are also moving to control the legal income of people through the law of money laundering, payment via accounts. The law stipulates that transactions of a certain scale in the public sector must be paid through accounts, and then at a certain point society will multiply. More than 6,000 delegates attended the anti-corruption conference
