This is the first resolution of the UN General Assembly in this regard, and the first resolution proposed, negotiated and successfully adopted by Vietnam at the UN General Assembly.
In the context of the COVID-19 pandemic that caused unprecedented loss of life and impacts on all aspects of economic and social life in all countries, Vietnam’s proposal has received support from across the country. Ministry of United Nations Member States. Canada, Niger, Senegal, Saint Vincent and the Grenedines and Spain have been co-authors with Vietnam and 107 other countries from all regions have joined to co-sponsor the Resolution.
The resolution calls on all UN member states, organizations within the UN system, international organizations and other regional organizations, the private sector, non-governmental organizations, research institutes, individuals and other stakeholders celebrate the International Day of Annual Preparation to increase awareness of disease prevention and therefore better preparation and coordination on this topic. both levels.
Addressing the resolution at the United Nations General Assembly, Ambassador Dang Dinh Quy, Head of the Permanent Delegation of Vietnam to the United Nations, on behalf of the co-authors, highlighted the importance and necessity of establishing the National Day. International is ready to fight the epidemic and appreciates the support of UN member states for this initiative.
December 27 was chosen as the International Day for Disease Control because it is the birthday of Dr. Louis Pasteur, one of the first to lay the foundations of preventive medicine. His work on the cause of disease and on vaccine production has been and continues to save generations around the world.
Sharing with the VNA reporter, Ambassador Dang Dinh Quy, head of Vietnam’s permanent delegation to the UN on the success of this Vietnam, said: “The UN has passed many resolutions related to the Preventive Medicine days and Guarantee public health, but this is the first International Day to Combat Disease Resolution, which focuses on raising awareness of individuals, communities, nations and the international community on the periodic prevention of diseases, the periodic prevention of epidemics and capacity building so that, when an epidemic occurs, it is necessary to have the capacity to deal with the epidemic quickly and adequately and to extinguish it quickly. The resolution emphasizes the importance of international cooperation and multilateral solutions in the four levels: individual, community, national and international in disease prevention. meaning is very important “.
According to Ambassador Dang Dinh Quy, for Vietnam only, this is the first time that Vietnam has initiated an initiative, Vietnam is chairing the drafting of the draft, presiding over the negotiation process of the draft, and advocating for the AGM. approved today with a very high number of co-sponsors, more than 100 countries, and it was approved by consensus, so this event is of great importance.
In the process of negotiating resolutions, there is how difficult and favorable it is, that we must overcome.
The first difficulty is that epidemics are developing in a very complicated way, all countries are concerned about anti-epidemic issues, in this context, many countries have drawn up resolutions, there are drafts made by 5 or 6 countries but it was not approved, but only the main ideas from those drafts were included in a joint resolution on COVID-19.
The second difficulty is the perception of the countries about the origin of the disease and the role of multilateral mechanisms and solutions, especially the World Health Organization (WHO). much debate has been made, making the consultation process extremely difficult.
But, in addition, we have the greatest advantage that all countries see the impact of the COVID-19 pandemic as horrible, they see the need to be prepared to face the current epidemic, at the same time preventing and fighting diseases that may occur in the future. .
The second advantage is that Vietnam’s achievements in controlling the COVID-19 epidemic have created great support from the international community when we negotiate, as well as when we mobilize countries for co-guarantee. support for.
