In presenting the Government’s report on this draft Resolution, Finance Minister Dinh Tien Dung said that the average tax exemption and reduction in the period 2003-2010 is approximately 3,268.5 billion dong / year on average; From 2011 to 2016, an average of VND 6,308.3 billion / year; in the period 2017-2018 and it is expected to arrive at the end of 2020 approximately VND 7,438.5 billion / year.
According to Dung, the tax exemption and reduction policy is a solution that has great and important impacts, contributing to the implementation of the Party and State guidelines and opinions on agriculture and rural areas in each period; Contribute directly to farmers, encourage organizations and individuals to invest in this field.
Therefore, the Government proposed a National Assembly to issue a Resolution to continue exempting the agricultural land use tax by 2025. This does not reduce the income of the state budget because this is a policy that is being implemented.
“With the VND 7.5 billion / year exempt tax, it will continue to be a form of direct support to farmers and an important source of financial investment directly to agricultural and rural areas,” said Dung. .

Speaking to the Vietnamese people on this issue, economist Nguyen Tri Hieu considered that if the 5-year exemption from the agricultural land use tax exemption was approved, it would be a lever to support farmers and the agriculture in the context of difficult situation as today.
