The Prosecutor’s Office assessed that in the Hanoi “State Secret Document Seizure” case, the defendant Nguyen Duc Chung was the mastermind, Pham Quang Dung was the practitioner, while Nguyen Hoang Trung and Nguyen Anh Ngoc was the assistant.
Mr. Nguyen Duc Chung faces the highest penalty of up to 15 years in prison.
On November 26, the Supreme People’s Prosecutor’s Office (VKSNDTC) just issued an indictment to prosecute Mr. Nguyen Duc Chung (SN 1967, resident of Dong Da district, Hanoi), former chairman of the Hanoi People’s Committee with Three accomplices of the crime of “appropriation of secret state documents” occurred in Hanoi.
The same prosecution for the above crime also includes: Pham Quang Dung (SN 1983, residing in Thanh Tri district, Hanoi city) – a former police officer of the Police Department who investigates corruption, economic and trafficking crimes. illegally (C03) – Ministry of Public Security; Nguyen Hoang Trung (SN 1983, resident of Hai Ba Trung district, Hanoi) – Specialist, Editorial Secretary, Hanoi People’s Committee; Nguyen Anh Ngoc (SN 1974, resident of Long Bien district, Hanoi) – Former Deputy Head of the Editorial Secretariat, Hanoi People’s Committee.
According to the indictment, it is Mr. Chung and his wife who have rights and obligations related to the “Nhat Cuong Company” case.
In order to learn the information and documents of the “Nhat Cuong Company” case, Mr. Chung contacted and asked Pham Quang Dung to provide information and documents about the case.

During the period from July 2019 to June 2020, implementing Mr. Chung’s proposal, Dung had appropriated 5 times of 9 documents in the list of state secrets at the level of “Confidential” related to the case. “Company Nhat Cuong, who passed to Mr. Chung 2 times, including 6 “Confidential” level documents.
The indictment establishes that the aforementioned acts of Messrs. Chung and Dung have committed the crime of “Seizing secret State documents” (Article 337 – Penal Code) in the case of “Committing the crime 2 times or more”. defined in Point C, Clause 3, Article 337, of the Penal Code.
According to the Penal Code, people who commit crimes under point C, clause 3, article 337 will be sentenced to between 10 and 15 years in prison.
For Nguyen Hoang Trung and Nguyen Anh Ngoc, the two defendants once assisted Mr. Chung in printing and editing documents on the state secrets list at “Confidential” level. Acts of the two defendants Nguyen Hoang Trung and Nguyen Ngoc Anh committed the crime of “appropriation of state secret documents” specified in Clause 1, Article 337 of the Penal Code.
In accordance with the provisions of the Penal Code, the offenders contemplated in Clause 1 of article 337 of the Penal Code will be sentenced to between 2 and 7 years in prison.
The prosecution also stated that in this case, the defendant Nguyen Duc Chung is the mastermind, Pham Quang Dung is the practitioner, Nguyen Hoang Trung and Nguyen Anh Ngoc are the assistants.
