On November 25, Mr. Chung and Pham Quang Dung, former officers of the Economic Crimes, Corruption and Smuggling Investigation Department (C03, Ministry of Public Security) were prosecuted by the Supreme VKSND. Seize secret state documents with a penalty of 10 to 15 years in prison, in accordance with Clause 3 of article 337 of the Penal Code of 2015. This is the highest fine for this crime.
Along with the same charges, Mr. Chung’s private drivers, Nguyen Hoang Trung and Nguyen Anh Ngoc, 46, former Deputy Chief of the Editorial Secretariat of the Hanoi People’s Committee Office, were prosecuted under Clause 1; imprisonment from 2 to 7 years.

Mr. Chung and his wife are the ones with rights and obligations related to the case of the Nhat Cuong Company, the grand trial of the Central Steering Committee for the fight against corruption that it must oversee and direct.
According to the indictment, wanting to have information and documents of the investigation, knowing that Dung was requisitioned to participate in the investigation of the Nhat Cuong case, Mr. Chung asked someone to connect and contact him directly.
From July 2019 to 6/2020, implementing Mr. Chung’s proposal, Dung seized 9 confidential documents 5 times. Of these, Dung passed Mr. Chung twice with 6 documents. Document supply to Mr. Chung is done in three ways: by phone call through the Viber software application; transfer photo files directly and through intermediaries to deliver printed documents.
Defendants Trung and Ngoc Anh were charged with once participating in the printing and editing of 3 confidential documents of Mr. Chung.

The remaining three suspects can also apply extenuating circumstances, declaring sincerely and repenting. Dung only added a confession.
The case will be tried in the Hanoi People’s Court. The indictment was issued five days after the Investigative Security Agency transferred the request for prosecution and three months after Chung’s arrest.
