Specifically, around 22:30 pm on November 21, Mr. Vuong drove a car with license plate number 89A-104.55 and moved from Dau Market (Tien Lu District, Hung Yen) to Gao Market ( Hung Yen city).
When he arrived at Le Van Luong (Ward An Tao, Hung Yen City), Mr. Vuong’s car collided with a taxi, then collided with a motorcycle by VTH (38 years old, resident H. Lien Lu as an employee of Hung Yen City Urban Environment Company), causing the death of Mrs. H. on the spot.
Information from the Hung Yen Province Road Safety Department showed that photos from the scene showed Mr. Vuong controlling the car in the opposite direction, causing an accident.
According to Mr. Khai, after the incident, Mr. Vuong left the scene, until around 10 a.m. on November 22, he did not report to the authorities.
On November 23, the Hung Yen Province Department of Transportation asked Mr. Vuong to write a report, review and decide to suspend this officer from serving the investigation.
“Mr. Vuong returned to his hometown that day, because he crossed the road and turned in the opposite direction. Regarding the information that Mr. Vuong was drinking, I listened to the public opinion but still had to wait for the police investigation. Initially, according to the result of the alcohol test, Mr. Vuong did not rape, he could drink it, but when he appeared, it was all over. We are also awaiting the conclusion of the police to act, ”Khai said.
