Dung provided documents to Mr. Chung through 3 methods: using the Viber software application on mobile phones to exchange and provide information; transfer photo files directly to Viber and through an intermediary to provide paper documents.

Among the 12 documents related to the Nhat Cuong case transferred by Dung, there are 6 documents in the list of state secrets with confidentiality.

For the first time, on July 20, 2019, at Mr. Chung’s request, Dung took a taxi from his home on Nguyen Xien Street to Mr. Chung’s home on Trung Liet Street to discuss the case. At home, Dung printed documents from his personal computer on paper. The number of these documents, Mr. Chung sent his own driver Nguyen Hoang Trung to pick it up and take it away.

On August 25, 2019, Dung contacted Mr. Chung to provide 3 confidential documents. These documents are sealed in a sealed A4 white envelope. On the evening of the same day, Mr. Chung directed Trung to go to Dung’s house.

For the last time, on June 10, 2020, Dung used the Viber app and transferred 3 confidential documents to Mr. Chung. President Hanoi returned it to Trung and asked him to print it on paper. Trung did not print it right away, but forwarded it to Nguyen Anh Ngoc, 46, a former deputy director of the Editorial Secretariat of the Hanoi People’s Committee Office.

Authorities said that after transferring 26 photo files to the “Viber” app, Trung has deleted; Defendant individual Anh Ngoc copied and stored on office computer and USB stick. In searching the workplace of the defendant Anh Ngoc, the Investigative Security Agency has seized these documents.

In addition to the above document transfers, the Investigative Security Agency also determined that Dung repeatedly exchanged and provided information and documents related to the Nhat Cuong case to Mr. Chung by cell phone, via Viber and met directly. However, the results of the investigation do not have sufficient grounds to determine the specific information and documents that Dung provided, so the Investigative Security Agency has no basis to conclude on the exchange and transfer of these documents.

Mr. Chung identifies himself as a mastermind and a leader. The three remaining defendants are assistant accomplices. The four are accused of working in legal protection agencies, knowledgeable about the law and professionals in crime prevention, so they have “very sophisticated” tricks, taking advantage of technology. to erase traces, hide.

He and Dung were proposed to prosecute the charges by the Investigation Department of the Ministry of Public Security.
