The Ministry of Public Security said that Ms Thoa knew that the 2-4-6 Hai Ba Trung land, Ben Nghe Ward, District 1, Ho Chi Minh City was organized and assigned to the Ministry of Industry and Commerce and Sabeco for management , use, investment and construction. construction of 6-star hotels, shopping centers, conference centers, seminars and offices for lease, not to constitute a new legal entity.
However, Ms. Thoa still appeared before Mr. Vu Huy Hoang for approval and signed 3 documents accepting the policy for Sabeco to enter into a joint venture or association to establish the Sabeco Pearl. At the same time, take advantage of the disposition of the real estate facilities of SOEs as a trick to gradually transfer the right of use of the 2-4-6 Hai Ba Trung land from Sabeco to Sabeco Pearl Company, that is, from state assets to private.
Based on the approval and direction of Ms. Ho Thi Kim Thoa, Sabeco Pearl Company has been the project investor, meeting financial obligations and transferring the land use rights from Sabeco to Sabeco Pearl. Since then, the departments of Ho Chi Minh City advised Mr. Nguyen Huu Tin to sign and issue the decision to illegally lease the land from Sabeco Pearl.
Immediately after the Sabeco Pearl Company became an investor, it transferred the land use rights, although they are not yet in operation, in February 2016, taking advantage of the Government’s divestment policy, implementing its direction. Vu Huy Hoang, Ms. Ho Thi Kim Thoa signed 2 documents instructing Sabeco to sell 26% of its equity in Sabeco Pearl and approved the starting price of VND 13,247 / share.
So far, Me Linh Square Investment Joint Stock Company (formerly known as Sabeco Pearl Company; 100% privately owned company) has claimed the right to use the 2-4-6 Hai Ba Trung land lot.
The consequences, damages and losses caused by Ms. Ho Thi Kim Thoa and her accomplices of the state budget in the management and use of lot 2-4-6 Hai Ba Trung are particularly serious.
According to the conclusion of the 16th session of the Central Inspection Committee, this body sanctioned the Vice Minister of Industry and Commerce, Ho Thi Kim Thoa, and at the same time proposed to the competent authority to consider the dismissal of the positions. to Mrs. Thoa.
