On the morning of November 17, the Standing Committee of the National Assembly consulted delegates on issues related to the road traffic bill (amended) and the bill to ensure order and safety of road traffic. These are two laws that are separate from the current Road Traffic Law (approved in 2008).
According to the process, these Laws are discussed for the first time at this meeting and are expected to be approved at the next meeting in early 2021. However, during the discussion, there are other important issues with different points of view. Therefore, the Standing Committee of the National Assembly decides to consult with the delegates.
As a result, 302 (representing 62.79%) of the participants did not agree to separate the content of ensuring order and traffic safety in the current Traffic Law to issue a separate law (Law of guarantee of order , road safety).
321 (66.74%) delegates disagreed with the Government’s proposal to change the authority to administer training, testing, and licensing from the Ministry of Transportation to the Ministry of Public Security.
Regarding the time of approval of the law, if the law is divided, there will be two laws as mentioned above, but if not, only the Road Traffic Law (amended), 251 (representing 52.18%) agreed to transfer to the National Assembly subsequently, at the second meeting (scheduled for late 2021) to consider.
The aforementioned results will be transferred to the research writing agency by the Standing Committee of the National Assembly; as a basis for acquiring and reviewing bills in the next presentation.

Given the opinions of the delegates, Minister of Public Security, General To Lam He said that the Government has been approved by the Permanent Commission and the bodies of the National Assembly to propose the formulation of a bill to guarantee order and road safety; If the National Assembly agrees to promulgate this law and assigns responsibility to the Ministry of Public Security, it will not increase the payroll, it will increase costs, administrative procedures and waste; All procedures remain in accordance with the previous regulations.
“This is not a separation of laws, division of laws or division of rights, we do not mean that,” said Mr. To Lam.
At the conclusion of the meeting, Vice President of the National Assembly Do Ba Ty said that the Standing Committee of the National Assembly will synthesize and consult with the delegates on the main issues of both bills.
Since 1995, the Ministry of Transport received the task of issuing driving licenses for cars and motorcycles from the Ministry of Public Security. At the time, the entire country had 127 driver training institutions and facilities were scarce. So far, Vietnam has 463 motorcycle driver training institutions, 339 car driver training institutions, 135 car driving test centers with the necessary equipment and material systems.
