On November 10, the Ha Dong District Police (Hanoi) Investigative Police said it had summoned Tran Dinh Thang (46 years old), Nguyen Xuan Loan (65 years old, living in Ha Dong district) and Nguyen Van Tam. (56 years old, in Yen Lac district, Vinh Phuc province) to investigate to clarify the act of “Intentionally destroying or damaging property”.
All three are employees of a security company, in charge of maintaining cars in the urban area of Duong Noi (Duong Noi District, Ha Dong District), in which Thang is the leader.
According to the initial investigation, security process and parking here, Tran Dinh Thang found that at the back of the street from the apartment (not within range of Thang’s company parking lot), many vehicle owners parked their cars overnight, without sending them to the common area parking lot or basement.
Seeing that, on the morning of November 8, Thang argued with Loan and Tam buy cans of spray paint in the cars listed above for the vehicle owner to put in the basement or parking under the management of the apartment building.
On November 7, Thang gave Tam and Loan VND 70,000 to buy 2 cans of red paint.
On the morning of November 8, Tam called Loan to spray paint on the cars. At this time, Loan was ahead of the kingdom and Tam was walking behind, using a red spray paint on the bodywork of about 10 cars along the side of the road (this road has no stop signs from the authorities).
After spraying all the paint cans, Tam threw the used paint bottle into the peach garden on Thang Loi Street, Duong Noi neighborhood, and 1 unused paint bottle, Tam put it in a security cabinet in the CT building 7E.
Fearing discovery, Thang went to Tam to take the key to the security locker and take the paint pot to hide.
During the investigation, the police station confiscated 1 used spray paint and 1 bottle of paint hidden by Thang.
