According to estimates, 400,000 people will be entitled to compensation of about 500,000 VND / month, ”said the deputy prime minister, saying that because the Covid-19 epidemic has affected the source of income, the competent authorities decided to reverse. the time to implement the wage reform policy, accompanied by social security, the policy of people with meritorious services … instead of early 2021, will return to 1/7/2022.

The five principles mentioned by the Deputy Prime Minister are: to build an advanced governance model that extends to the whole of society, guaranteeing democracy, creativity and science; autonomy is associated with accountability, all school activities must be implemented by public laws and regulations for detailed social supervision; the state still has investments to order labor and build physical facilities; Administration in accordance with education law and other laws …
The sixth principle, for Vietnam and other countries with economies in transition, also changes the concept of ownership of universities. “Since contributions to the university are not just money, houses, machines, but also intelligence, people’s tuition fees, and therefore in the long run, the concept of owner here is not simply that of an agency that it belongs to the whole of society, ”said the deputy prime minister.

“There are two points to take into account for autonomy in the university. First, all schools need to strengthen the school board as the real authority, not the formal one. Secondly, the schools must build detailed and meticulous regulations for internal operations and financial activities in accordance with what is established by law and make the people known and supervise, ”emphasized the Deputy Prime Minister.
