Second, having self-control is always associated with responsibility. All activities of higher education institutions are not only carried out by law, but must also comply with public regulations so that the whole society controls them in great detail.

Third, autonomy does not mean that the state no longer invests money. In all countries, autonomous and state universities still invest, not only in ordering trainings or awarding scholarships, but also in building facilities.

Fourth, university autonomy does not mean that there is no management, but management in accordance with the law, not only under the education law, but also under the law in general.

Fifth, the government, society and schools exercise autonomy, but they must still have a mechanism to ensure that disadvantaged groups and individuals do not have reduced opportunities to access higher education, especially quality education. high quality.

“We must pay more attention to this than to other countries,” emphasized Mr. Dam.
