Authorities and investors have carefully calculated the impact of the Can Gio project on the ecosystem, according to the Minister of Natural Resources and Environment.
On the morning of November 9, during the interrogation session of the National Assembly, delegate Truong Trong Nghia asked Minister of Natural Resources and Environment Tran Hong Ha about the relationship between forest development and protection.
“Recently, in Ho Chi Minh City, there was a very large project, invading the Can Gio Sea. Scientists and voters were very concerned that it could negatively affect the biosphere reserve and the mangroves. It is also the protective forest of Can Gio, ”Mr. Nghia said.
The delegates asked Minister Ha to clarify that “the project is still underway due to the very good intention of boosting the economy of Ho Chi Minh City and the region; at the same time, protecting the biosphere reserve and the mangrove swamp.” .
Responding to the previous question, Minister Ha said that Can Gio is the “lung” of Ho Chi Minh City; Of the 31,000 ha of biosphere reserve, there are 20,000 ha due to the work of the Young Volunteers since 1979.
“Ho Chi Minh City raises the problem of urban development in Can Gio, because compared to the districts, this is still a low-income place and life has not improved,” explained Mr. Ha.
The leader of the Natural Resources sector said that the Can Gio urban recovery zone project “has been approved in fact since 2003”, with an area of about 600 hectares of sea invasion, so far planned for the urban project. more than 2,800 ha, including the coastal area.
During the approval process of the project, the Ministry of Natural Resources and the Environment spoke with UNESCO (United Nations Educational, Scientific and Cultural Organization). Consequently, in the legal framework of UNESCO, there are three regions, the core zone, the buffer zone and the neighboring, semi-neighbor.
“The project is located next to the semi-adjacent area, UNESCO has confirmed in writing that the investment in the project is based on the ecological balance decided by the country. This means that the project does not violate UNESCO regulations. and in accordance with Vietnamese law, “said Mr. Ha.
Leaders from the Ministry of Natural Resources and Environment said the project’s impact has been carefully considered. The investor has invited national and foreign organizations and experts to study together, for example by inviting a group from the Netherlands to participate in the implementation of the project.
“Our opinion is not through the environmental impact assessment without fully identifying the impacts of the project,” said Mr. Ha and said that now the investor “almost makes all the issues known. the impact on the research of national and foreign scientists.
The project has an impact evaluation within the urban area, which includes drinking water, waste, air; impacts of the city on the natural environment. In this way, it is determined that the implementation process must preserve the primitives, that is, ensure that the ecosystem does not change.
In addition, according to Mr. Ha, by affecting the invasion ecosystem, the authorities will consider and evaluate the impact on the marine environment as well as the impacts related to oceanographic and geological sea flows. “Especially activities related to sedimentation, erosion of other affected areas,” Ha said.
With regard to leveling materials, the investor is inviting scientists and related units to research. “Currently, they have a plan to create a very large lake to keep sea water and fresh water in the middle of the urban center. At the same time, taking the material here, it will be leveled,” said Mr. Ha. implements, this is the best solution to solve the problem of replenishment.
In terms of traffic, the investor calculated that a road will be laid out “that goes along the currently available road, that is, above the forest.”
“Using the airway to avoid affecting the ecosystem,” said the Ha ministry and concluded that if successful, this could be an economic project based on natural ecology.
In 2004, the Ho Chi Minh City People’s Committee decided to assign the Can Gio Urban Tourism Corporation as an investor in the Can Gio Urban and Coastal Project. In 2007, the investor started the project in an area of 600 ha according to the land allocation decision, but the project was delayed due to insufficient financial capacity of the investor.
In June 2020, the Government agreed to adjust and expand this project from 600 hectares to 3,000 hectares with a total investment of VND 217,000 million. The project implementation time is 50 years (until 2070 with the expansion of the scale; until 2057 with the 600 ha area of marine invasion assigned to investors as of 2007).
