Minister of Natural Resources and Environment Tran Hong Ha: I want to tell the participants that when I responded, I did not say that hydropower is the cause or that hydropower is not the cause. I say that humans are the cause. When they decide to make hydropower environmentally friendly, like many other civilized countries, like Norway, many hydropower rely on natural potential. If we take every opportunity to exploit hydroelectricity and agree to leave the forest, then that is the human cause.

The delegate told me how important the forest is. I think the forest is more important than the sky. Because I breathe air from oxygen. Forests provide 70% of the resources provided for human life. Regarding the problem raised by the delegates, I say that hydroelectricity is not the cause. The consequence is that we exploit natural resources without depending on the laws of nature, which we can overcome.

Second, deforestation does not mean thinking about hydroelectricity. Deforestation is due to wrong thinking, the house is full of furniture, using wild animals. Deforestation is due to the replacement of natural forests by forests of normal production, such as coffee trees; it cannot replace natural forest ecosystems.

I mean we have to understand that deforestation has many other reasons. From this perspective, as environmentalists, we will work with MARD to review and review every square meter with the National Assembly if the forest land is changed. For special-use protection forests, if there are no forests anywhere but have the function of protecting and protecting people, the forests should be restored, but the primary forests and natural forests should be restored.
