At around 7:45 p.m. (local time), Pennsylvania still had more than 100,000 unverified vote-by-mail ballots, including 74,000 from Philadelphia County, 36,000 from Allegheny County and nearly 25,000 from Bucks County.
However, many of these votes could not be counted using automated scanners, forcing poll workers to verify “manually”, delaying progress.
“The manual counting will take longer,” said CNN correspondent Sara Murray in Philadelphia.

According to data from the electoral website, 250,666 votes out of a total of 2,618,565 absentee votes were not counted in Pennsylvania. Philadelphia had 72,470 votes remaining, representing 20% of the city’s total absentee ballots.
Pennsylvania is considered the key state of the battlefield, it can determine the results of this year’s presidential elections. President Donald Trump used to win in this state in 2016. However, Democratic candidate Joe Biden is seen as having the upper hand, because the number of mail-in votes that are counted appears to be overwhelmingly voted for by him.
With 94% of the votes counted in Pennsylvania, Trump now represents 49.9% and Biden 48.9%, according to Edison Research.
Trump criticized Pennsylvania cities, saying there were signs of “voter fraud,” but gave no proof. His campaign filed a lawsuit requesting to stop counting votes in Philadelphia, but it was dismissed by a federal judge.
Speaking to reporters in Harrisburg, Pennsylvania Secretary General Kathy Boockvar said the counting of the remaining state votes would continue through the evening of May 11 local time (November 6, Hanoi). He also expressed pride in the way state election officials carry out the counting of votes.
Boockvar also noted that the votes of US military personnel and US citizens abroad will be counted through November 10 and there will still be provisional ballots that need to be processed.
