There are five people involved: Nguyen Van Nhan, Le Van Nguyen (born 1977, director of an oil company in Ho Chi Minh City), Nguyen Minh Chien (driver, born 1995, resident in Cau Ngang, Tra Vinh), Nguyen Dinh Ngoc (born 1975, resident of Long Dien district, Ba Ria – Vung Tau province) and Do Hong Son (born 1992, resident of Bo Trach district, Quang Binh province).

Consequently, fake gasoline is usually mixed according to the ratio of seven parts of real gasoline mixed with three parts of chemicals “toluene” and dyes.
These two chemicals were purchased from Kim Bien Market in Ho Chi Minh City and Phu My Town. From early September until it was discovered, this line has been mixed for fake gasoline many times and Le Van Nguyen initially confessed that he had sold fake gasoline to customers in Thuan An (Binh Duong) and Dong Nai.
Currently, the Ba Ria – Vung Tau Provincial Border Protection Department has recorded a history of administrative violations against Nguyen Van Nhan, at the same time temporarily seizing evidence, media and documents for further investigation and clarification.
