An evaluation council is established by decision of the Minister of Education and Training in accordance with the spirit of Circular 33 (on standards and process for compiling and publishing textbooks; standards, organizations and individuals who compile textbooks; organization and operation of the National Council for the Evaluation of Textbooks). This circular has 4 standards, 13 criteria for textbooks. The Council discusses and develops 40 tests that are needed as the basis for the evaluation.

According to the Ministry of Education and Training, the Council evaluates the textbook templates of each subject / educational activity to read the manuscript independently for 15 days, then listens to the textbook author presenting the content and opinion. The Board then worked independently with the manuscript and with the first analysis and conclusion, with the participation of the author.

There are 3 grades for the manuscript: “approved”, “approved but must correct” and “failed”. With newly evaluated first grade textbooks, after the first round, according to the Ministry of Education and Training, there are no “approved” drafts, except some “failed”, most of the drafts “pass but need repair”.
