In explaining, Mr. Chuan said that he took the rice and gave it to 35 other households that also had difficult circumstances due to the poor harvest. As a result, all the rice was deficient, it was not distributed to 21 households named on the list, distributed by Mr. Chuan to 35 households outside the list. Mr. Anh said: “Through verification, Mr. Chuan did not intercept rice, had no self-interest, but violated the regulations of the district and city Popular Committee, violated democracy, causing bad public opinion in the location”. Similarly, poor households like Nguyen Thi Cuc, Nguyen Van Thu are listed to receive rice, but their signatures are also “accepted”. Additionally, 17 households reported that they received rice but not the correct amount on the list.
