Many projects due to poor investment preparation, the application of rapidly changing technologies, leading to the need to redesign, increase costs, having to perform procedures to extend the project implementation time, affect the ability to absorb and disburse foreign capital.
From the beginning of the year to date, 26 projects have been carried out subject to investment policy adjustment procedures. The adjustment of the investment policy or the extension of the loan contract affects the progress of the project by not implementing the tender and disbursement of construction and installation, but it also makes it difficult to carry out the plan.
There are only 2 months until the end of the year, but the amount of the disbursement is still very large, almost 70% (about 41 billion VND).
There is an opinion that, fast or slow, it is due to the determination of the boss, some localities establish working groups, many times they urge, inform and solve problems, the speed of disbursement is faster.

Recognizing the determination of many localities to disburse more ODA, the Prime Minister said, “Only when we are determined, setting a specific goal, can we act.” it’s okay.

The Prime Minister emphasized that ODA is an important resource for the development of the country. The country is short of development capital, the ministries and subsidiaries are in charge of seeking resources for the development of the country when there are many urgent problems in the capital, but the human resources of the State are not enough as base development. infrastructure, social culture, traffic …
The ministries and branches must continue to complete the legal framework. The Ministry of Planning and Investments and the Ministry of Finance coordinate to clarify the roadmap and make ODA more convenient, more methodical, more unified, from there to make a 5-year medium-term ODA plan .
Ministries, branches and localities “must be vigilant” to direct, inspect, urge and handle problems and deficiencies. Heads of agencies and units should consider this as a key political task in 2020 to improve morale, attitude and work capacity of staff, especially policy enforcement officials.

Branches, ministries and localities are responsible to the Prime Minister for allocating sufficient reciprocal capital sources for ODA programs and projects this year, including seeking legal sources for balance.
Strictly carry out the capital transfer in accordance with the ruling opinion of the Prime Minister, take responsibility for the return of the estimated capital of the fund.
