The former rector of Ton Duc Thang University, Mr. Le Vinh Danh, said that his income before tax was 407 million dong, not 556 million, and this is a reasonable level.

The General Confederation of Labor of Vietnam has just reported 6 mistakes and shortcomings of Mr. Le Vinh Danh (fired as Rector on October 21) at Ton Duc Thang University. In particular, the governing body first mentioned Mr Danh’s “556 million VND income per month” and said that the salary payment is not public and transparent, there is a big difference in income distribution. between the principal, the assistant principal, the assistant principals, and the majority of the staff, faculty and staff.

Specifically, in August, the income of teaching staff was 23.7 million dong, administrative staff 22.5 million dong, and unskilled labor 13.4 million dong. The salary and income of the assistant principal is 255 million VND, the head of the school is 72.7 million VND …

Answer VnExpress October 27 in the afternoon, Mr. Le Vinh Danh spends a lot of time talking about the development process, the university autonomy mechanism at Ton Duc Thang school and does not comment on the wrong conclusions of the Vietnam General Confederation of Labor.

In terms of income, the former director said that on average he receives 407 million dong each month. After paying taxes and other amounts as prescribed, he received $ 286 million. Earlier this year the epidemic broke out, Ton Duc Thang University faced financial difficulties. Many cadres voluntarily receive less wages in March and April, the rest is paid by the school. He then received only 40% of his income and the remaining 60% was paid to him in June, July and August, so the total income he received (before taxes) amounted to 556 million VND.

According to Mr. Danh, the income that Ton Duc Thang University pays to teachers and employees does not depend on the title but on the job title, the number of jobs they are in charge, the workload and the production efficiency . All these criteria are quantitative and clear.

Therefore, a job is the same, but different in the number of output products, the income among many people is very different. For example, being a professor but having one or five times the income of another, the same researcher may be 10 times different.

“The principle of payment is that the school only pays you X At the same time and only if the value you bring to the school runs out X. This is how the school has grown over the years. Because if the level goes up, high-productivity people don’t want to do more, low-productivity people don’t have the motivation to do more, “Danh said.

The former director also said that the nature of the income issue is to make more or less, so that each person who receives a certain amount of income has their own reasonableness. “Someone 20 million per month is reasonable, 110 million is reasonable and I 286 million is reasonable too. I work more at school, 10-13 hours a day and almost 360 days a year, everything that happens in school must be the ultimate responsibility, but this responsibility is invaluable, “Danh said.

Responding to the fact that Ton Duc Thang University is a non-commercial unit of a state agency, the salary payment mechanism must comply with the law, Mr. Le Vinh Danh stated that the university guarantees the legal basis, according to the law. current law and Decision 158 / QD-TTg in 2015 of the Prime Minister approving the pilot project to renew the operational mechanism of Ton Duc Thang University. Since the university was a university founded by people until 2003-2008, it became a semi-public university, which still enjoys the same mechanism as people founded. By becoming a public school, the school still receives income and expenses as non-public schools according to the regulations.

Regarding the income of staff and trainers, a member of the Ton Duc Thang University Salary Policy Board (which he declines to name), said the school has never had a payroll to pay the former chancellor 556 million. From the beginning of the year until now, on average each month, Mr. Danh has received VND 407 million before taxes, including: salary by rank, state level (main teacher, salary ratio 6.92, allowance by position is 1); diets (lunches, costumes …); income based on ability, labor productivity.

In addition to Mr. Danh, the Rector of the Vietnam-Finland International School (belonging to this university), equivalent to the director of the department, has an after-tax income of VND 280 million; department head 90 million; many researchers exceed 200 million / month. In particular, the deputy director (the General Confederation of Labor announced income of more than 225 million) actually received about 195 million. This officer has a high income by simultaneously occupying 6 different jobs.

Meanwhile, the person assigned to be in charge of the school received 72.7 million VND because this is the income level of the Director. This person is assigned as of August 21, so income is not calculated based on position, position number, volume, and responsibility for the new title.

The Ton Duc Thang University Income Calculation Plan is developed by the Salary Policy Research Council. The council’s income classification process includes the following steps: based on the candidate’s profile to write the salary table in accordance with the strict criteria of the income calculation system; The head of the unit is directly considering, rating and proposing the employee’s income to the salary council; The Council considers, accepts and presents to the School Board for its approval; Finally, we consult with the official to obtain a consensus.

School officials can sign up to increase jobs, produce products for higher income. Each year, the school will review each person’s salary and income and apply for the year.

Similarly, explained an official from Ton Duc Thang University, the school is self-financed in terms of investment and recurring expenses, and does not receive the budget from the state or the host agency. Therefore, in addition to the prescribed salary levels and ranges, the university has the right to decide on the additional income of an employee from the source of the income difference greater than the expense in accordance with internal spending regulations.

This Regulation was approved by the School Board in 2012, in accordance with the provisions of the law, and is published so that all officials and employees are clearly aware of it. Every year, the content of the payment of salaries and income is always reported in the conference of officers and employees, comments are received and added to the internal regulation of expenses. In the 2012-2019 period, there are always amendments, approved by the School Council and signed by the Principal.

Ton Duc Thang University, formerly known as Ton Duc Thang Private Technological University, was founded and managed by the Ho Chi Minh City Confederation of Labor, then changed to a semi-public model, then went public and transferred to General Lien . Vietnam Workers Union.

Mr. Le Vinh Danh, 57, has a PhD, has worked at the school since 1999. Mr. Danh has been the Rector of the school since July 2007, before being fired by the General Confederation of Labor of Vietnam.
