The QP-AN Committee considers that ensuring the safety and protection of traffic has specific contents, so it is advisable for the National Assembly to decide on the functions, tasks and competencies of a series of relevant ministries and branches in the bill. Regulations must ensure consistency, adapt to specific content, and ensure feasibility.
“Regarding the managerial responsibility for the training, testing and issuance of license certificates under the assigned competence of the Government, it is necessary to carry out a careful study to ensure the viability and convenience of the people and to reform the administrative procedures. “- Said Mr. Vo Trong Viet.
Consider the license plate auction regulations
Regarding the license plate auction, Vo Trong Viet said that some opinions are in agreement with the regulations on the license plate auction.
However, some other opinions suggest that this regulation should be considered, because the license plate is used to manage and control motor vehicles (public property), after the auction (sale, purchase) become personal property. Another opinion is that the license plate auction is not governed by this Law.
“The QP-AN Committee recommends studying the above opinions to correctly and clearly define feasibility and improve management efficiency,” stated Mr. Viet.
