Therefore, the Prime Minister requested the Ministry of Finance to urgently study and collect opinions in a comprehensive and complete manner from the ministries, agencies, agencies and subjects directly affected to develop the aforementioned Decree. to replace Decree No. 64, submit to the Government in accordance with the law.

The Prime Minister assigned the People’s Committees of the centrally managed provinces and cities within his scope of responsibility to urgently coordinate with the Vietnam Homeland Front Committee at the same level, the Red Cross and relevant agencies to guide and assist organizations and individuals to carry out relief activities in the correct directions, the appropriate subjects, in accordance with legal regulations, ensuring transparency, objectivity and equity among the relief beneficiaries.

Decree No. 64 regulates organizations and units to receive and distribute relief money and goods, including: Central Committee of the Front of the Homeland of Vietnam; Vietnam Red Cross Association; central and local media; Committee of the Front of the Homeland and Red Cross Association at all levels at the local level.

Social and charity funds are specified in Decree no. 148/2007 / ND-CP of the Government on the organization and operation of social funds and charity funds.
