The Prime Minister emphasized that smart urban development must be closely linked with a strong information infrastructure, building an e-government, the move towards digital government in Industrial Revolution 4.0, and urban development in Vietnam. .

Smart urban development must be based on the consideration of opportunities and risks, challenges associated with local needs and capacities, not following the movement, step by step, selective, according to the itinerary. .

Approach smart cities in an efficient direction, inheriting and promoting the experience of 35 years of innovation, at the same time developing the added values ​​that new technologies and techniques entail, promoting the distinctive cultural identity. specific characteristics of the ASEAN bloc and characteristics of the member states.

The provinces, along with the development of smart devices, should focus on building a smart database platform to make smart decisions; promote smart city planning and management solutions.

Attract the strong participation of the private sector, promote the capacity for innovation and creativity; create a strong spill effect. A smart city must be the city of people, the company creates, it is a city with good social relations, preserving and promoting good cultural traditions, human relations with human beings. .

Continue promoting strategic scientific programs, develop high-quality human resources, harmonize innovation programs, digital transformation and orientation to the sustainable development of smart cities.
