President Vladimir Putin emphasized the power of Russian weapons, but said Moscow was ready to cooperate with the United States on arms control.
Speaking to members of the Russian Security Council on October 16, President Vladimir Putin said that Russia possesses new weapons that the United States does not have in its arsenal. However, Putin confirmed that Russia was still willing to talk to the United States on this issue.
President Putin also proposed an extension of the new START arms control treaty for one year without any conditions, so that the parties could discuss all issues related to arms control for that year.
According to the Russian president, the current arms control treaty between Russia and the United States has secured its purpose. Putin said it would be a shame if the treaty were canceled and the parties failed to come up with a replacement treaty.
The administration of US President Donald Trump initially opposed the renewal of the new START treaty, which is expected to expire next February. Instead, Washington called for a multilateral agreement with Russia and China.
So far, Beijing has repeatedly rejected offers to negotiate such a treaty with Russia and the United States. However, due to pressure from President Trump and the US elections, US negotiators are hoping to push for a bilateral deal with Russia in hopes of a multilateral deal.
US President Marshall Billingslea’s special envoy on Oct. 13 said he believed “there is a high-level agreement of principles between the two governments” on the US agreement to extend the new START arms control treaty. in exchange for Russia agreeing to freeze its nuclear arsenal.
However, Russia’s Deputy Foreign Minister Sergey Rybakov argued that this US position was “unacceptable.” Ryabkov confirmed that there would be no agreement on strategic arms control between Russia and the United States before the US presidential elections in November.
President Putin announced in September that Russia is producing “unique” weapons, without similar versions in the world and ahead of other countries. In June, Putin declared Russia the world’s number one in developing advanced weapons, including hypersonic weapons. In recent years, Russia has also repeatedly introduced amazing weapon systems due to its great power.
