You need more resources to invest

Since 2017 (the first year of the 2017-2020 budget stability period), the revenue sharing share of HCMC’s budget has decreased from 23% to 18% (HCMC is allocated 18% of total revenue. Budget – PV).

Meanwhile, the capital required to invest in infrastructure development (the period 2020 – 2030 needs almost 1 million VND – PV) and the need for financing to guarantee policies and regimes is increasing. The high pressure has put a lot of pressure on the city budget.

On this subject, on the morning of October 14, in the preparatory session of the congress, Mr. Nguyen Thien Nhan, member of the Politburo, Secretary of the Ho Chi Minh City Party Committee, highlighted the project to regulate the budget between the Central and the city. Ho Chi Minh City has been developed by Ho Chi Minh City and the ministries were consulted, but due to changes in the budget cycle, the level of budget allocation for the next 5 years has not yet been decided.

According to Mr. Nguyen Thien Nhan, with the current regulation rate of 18%, Ho Chi Minh City is among the lowest in the country, limiting local capital resources to reinvest in infrastructure.

Ho Chi Minh City Party Committee Congress must be “exemplary”

5 reasons that lead to limitations and weaknesses

According to Mr. Nguyen Thanh Phong, in addition to the results achieved by Ho Chi Minh City, there are still limitations and weaknesses for the following reasons:

+ Insufficiencies and inconsistencies between the laws;

+ The city’s population is increasing rapidly, increasing by 1 million people on average every 5 years, creating great pressure on the development of technical and social infrastructure, in the urban management of the city;

+ The promotion of the synergy of both the political system and the people in the implementation of the political tasks of the Municipal Committee of the Party is limited;

+ Failure to fully promote the supervisory and critical role of the people, the Vietnam Homeland Front and socio-political organizations;

+ The land use structure is inconsistent with the economic structure and has changed slowly over the past 20 years.

Therefore, from the practice of leadership and direction in the last period, Ho Chi Minh City draws 6 lessons from experience, which are:

(1) Mobilize the synergy of the entire political system. Drastic and persistent innovation of content, leadership methods, direction and development of inspection plans and supervision of the central committees and key to create revolutionary change …

(2) Policies must guarantee people’s safety, build trust in people …

(3) Maintain solidarity, promote dynamism, creativity, dare to take responsibility for the city’s proposals to the Central Government …

(4) Really interested in Party building, drastically implemented Central Resolution 4, Session XI, Session XII on Party building and regulation, Party strengthening, discipline and discipline …

(5) It is necessary to continue to improve the methodology and improve the efficiency of the leadership of the party committee on government activities at the same level and specify the mechanism of the Party is responsible to the people, to the law of my decision …

(6) Firmly assume and have specific programs and plans to implement Central Resolutions in accordance with the reality of the city …
