This morning (October 14), the Hanoi High People’s Court opened an appeal hearing on the 2018 high school exam score fraud case in Son La province.

The trial was opened due to the appeal of five defendants, which took place at the headquarters of the People’s Court of the province of Son La. The panel is chaired by Judge Ngo Tu Hoc, in addition there are about 10 lawyers who participate in the defense of the accused.

According to the decision to take the case to trial, the defendants appealed include: Tran Xuan Yen (former deputy director of the Department of Education and Training of Son La province), Lo Van Huynh (former head of the laboratory), Nguyen Minh Khoa ( former deputy director of the Internal Political Security Division, Son La Provincial Police Department, Nguyen Thanh Nhan (former deputy head of the testing laboratory) and Nguyen Thi Hong Nga (former expert of the testing laboratory).

In particular, the defendant Yen said that he did not commit a crime by abusing his position and powers while on duty. Similarly, the defendant Nhan stated that he only played a helping role, but this role was insignificant, the defendant was not a person with charges or powers, nor a practitioner.

For his part, the Russian defendant admitted to abusing his position and powers while on duty and appealed for the mitigation of penalties for taking bribes.

In particular, there are two defendants, Huynh and Khoa. Mr. Huynh appealed because he confirmed that he did not accept a VND 1 billion bribe from Mr. Khoa to increase the test scores of two candidates.

Mr. Khoa also firmly denied giving the aforementioned money bribe to Mr. Huynh, saying the trial court has no evidence to prove his crime, and he asked the appeals court to cancel the case for a new investigation.

In addition to the five defendants, Ms. Le Thi Thanh Yen (his wife Huynh) and Mr. Le Thanh Son (Huynh’s brother-in-law), as persons with related rights and obligations, also filed an appeal. They proposed to review the verdict of the trial court by forcing them to jointly bear the costs of the civil court related to the amount of one billion VND.

The highest sentence in the first instance of 21 years in prison

Previously, in May 2020, the Son La Province People’s Court sentenced defendants Lo Van Huynh and Nguyen Thi Hong Nga to 21 years in prison and 19 years and 6 months in prison, respectively, for two crimes of abuse of their positions and powers in public application. and accept bribes.

The defendants Tran Xuan Yen and Nguyen Thanh Nhan were sentenced to 9 years and 30 months in prison, respectively, accused of abusing their positions and powers in the performance of their duties.

In particular, former Colonel Nguyen Minh Khoa was sentenced to 8 years in prison on bribery charges.
