The implementation of this resolution “takes a positive step”, but in general, “cultural achievement does not measure up to other achievements.” In particular, “we see signs of degradation, the deterioration of political ideology, the ethics of life, not just a few, but a large part of cadres, party members and people,” according to Mr. Quat.

“When raising the issue of cultural resources in a creative city development strategy, there are actually two resources, cultural resources and human resources, to crystallize all literary values. chemical in people. According to his explanation, talking about culture must mention at least 9 areas: political thought, ethics, lifestyle; educations; Science and Technology; press – publish; cultural heritage; religious culture; cultural institutions and institutions; cultural exchange … You really must take care of the development of the above 9 areas, so “must have a set of commands”.
