The police unexpectedly arrested Dr. Pham Dinh Quy, a professor at Ton Duc Thang University, in connection with his complaint from the Party Secretary of Dak Lak Province. Many people accused the police of behaving illegally by “kidnapping” citizens.
Dr. Pham Dinh Quy, a professor at Ton Duc Thang University, reported that Dak Lak’s Party Secretary Bui Van Cuong plagiarized his doctoral thesis and was invited to work by the Dak Lak province police. However, Mr. Quy’s family said it was a kidnapping.
Tuoi Tre reported that on the night of September 23, when Mr. Pham Dinh Quy was having lunch with his wife in Ho Chi Minh City, a police officer came to meet and “invited to coordinate the provision of information.” The police asked Mr. Quy to take him home. After that, Mr. Quy was taken to the Ho Chi Minh City Police Station for work and then continued to take him to Dak Lak.
Mr. Quy’s family believed that this was an act of kidnapping because they did not receive any information about the subpoena and were not allowed to meet Mr. Quy.
What did the family say?
In a request for help, Pham Dinh Phu reported that his younger brother, Pham Dinh Quy, was immobilized and detained at 6pm on 23 September while eating with his wife. Mr. Quy’s wife said she was arrested along with Mr. Quy, but at 4:00 am on September 24, she was released and forced to sign a promise not to reveal the arrest to a third person.
Mr. Pham Dinh Phu wrote that on the morning of September 24 he went to the Criminal Police Department of District 1 to find out and asked to meet with his brother, but he was not accepted because “they were investigating him so that he could not meet”. Mr. Phu said it was “kidnapping, not invited to cooperate with the investigation” because “this raid was not notified or invited to work under the temporary detention decision as prescribed by Vietnamese law.”
Circular 46/2019 of the Ministry of Public Security has regulations for people detained in emergency custody and detained at the headquarters of the investigating body. Consequently, within 12 hours of the registration date, the investigating agency is responsible for notifying the defense attorney and the representative or family member of the person detained in emergency.
However, Mr. Phu claimed that as of this writing, his family had not received any official notification of his brother’s arrest by the Dak Lak police.
Mr. Quy’s family also added that since his arrest, Mr. Quy has not communicated with his family or the place where he works.
The representative from Ton Duc Thang University, where Dr. Pham Dinh Quy works, also confirmed to the Tuoi Tre newspaper that the school had absolutely no information about the incident.
“The representative of Professor Pham Dinh Quy’s family has contacted the school to ask for information. We have responded that so far the authorities have not officially worked with the school on this,” said the school representative. He said.
What did the public say?
On his personal Facebook, attorney Nguyen Kieu Hung said:
“In procedural matters, said removal requires procedural decisions approved by the VKS, except in the case of the commission of crimes in the absence of such decisions, although later supplemented by the police. Dak Lak has no right to do so. ”
” Please also note, where the crime is under the jurisdiction of that local CA, if Dr. Quy makes complaints in Ho Chi Minh City, the CA Dak Lak does not have the right to come to this locality to bring people. Come on”.
According to lawyer Hung, “Dak Lak CA’s action to Ho Chi Minh City to ‘handle’ Dr. Quy also makes the public wonder, whether or not it is objectivity, when the accused himself is the leader of this provincial CA . Dak Lak CA needs to publicize the proceedings against Dr. Quy, if he is wrong with the two previous issues, he can be handled the other way around! “Said Attorney Hung.
A Facebook user named Hung Pham Ngoc wrote:
“The secret arrest of Dr. Quy, and then reacting to public opinion by refusing to arrest people, replacing it with ‘job offer’ shows that Dak Lak’s secretary has a weakness. He fears that public opinion will pay attention to the case. plagiarism, especially before the October general conference to arrange the dispatch of staff to congress. “
Once again, public opinion has questioned the justice system and the powers of the Vietnamese police.
Mathematician Nguyen Ngoc Chu commented on his personal Facebook:
“The request of the martial arts teacher: Dr. Pham Dinh Quy and his colleagues denouncing Mr. Bui Van Cuong was made public, sent to the press and widely published by the press.”
” If Mr. Bui Van Cuong is falsely accused, he will sue martial arts master Pham Dinh Quy in court. Why did the Dak Lak police round up and escort the martial arts master, Dr. Pham Dinh Quy? Why are you ‘invited to work’ in an arrest and escort way? “
Mr. Chu also asked, “If Mr. Bui Van Cuong is not the Secretary of the Provincial Committee of the Dak Lak Party, will the Dak Lak Police arrest the martial arts monk Dr. Pham Dinh Quy? teachers and doctors? ” Pham Dinh Quy and Mr. Bui Van Cuong are civil matters between two individuals, why is the Dak Lak Police involved? “
Who is Mr. Pham Dinh Quy?
Dr. Pham Dinh Quy is from Binh Thuan and works at the College of Sports Sciences at Ton Duc Thang University. He has been involved in teaching and training the school’s muay and traditional martial arts team since April 2019.
At the end of August 2020, several newspapers published an article by Mr. Pham Dinh Quy denouncing Mr. Bui Van Cuong “plagiarizing his doctoral thesis, cheating academic to climb high so as not to be innocent, to cause average confusion among the people” .
The articles that collect the denunciation of the doctoral thesis of the Party Secretary of the Dak Lak province, Bui Van Cuong, have three chapters of theoretical research that have copied around 70% of the previously published works.
This article shows evidence that Mr. Cuong also copied from other publications, but did not cite the source or cite false documents. Mr. Quy thinks this is an academic lie and according to the doctoral training regulations of the Vietnam Maritime University, Mr. Cuong is not eligible to defend the thesis. However, Mr. Cuong still earned a Ph.D.

It is known that Mr. Pham Dinh Quy was born into a family with rich martial arts traditions in Binh Thuan. He has won many martial arts awards at all levels, including the gold medal in the national 51kg championship in 2004 in Tay Ninh.
In September 2007, he became a professor at HCMC University of Physical Education and Sports.
In 2010, he successfully championed the sports master’s program in Taiwan.
In 2015 he successfully defended the sports doctoral program in Beijing (China).
